Job Summary


Bechtel has been awarded a contract to provide Delivery Partner services for the Western Sydney Airport Project. The Infrastructure team is supporting Western Sydney Airport Company through the design definition phase, from July 2018 to December 2020. The execution phase, running concurrently with definition, will complete in 2026.


The Estimating Manager is a key contributor to the success of this project, particularly through the design definition phase as budgets are set and refined.  The ideal candidate should be a proactive self-starter with a proven ability to work independently and efficiently, while also engaging closely with the client, design consultants, contractors, and the Delivery Partner team. 


The Estimating Manager will manage the interface with the customer's cost consultant providing expertise and analysis of the cost estimating activities for a major airport project. Demonstrated skill in high level and detailed review, analysis and validation of various Classes of estimates described by AACE Recommended Practices 56R-08 and 18R-97


Job Responsibilities

  • Applies knowledge of airport and building projects and reviews cost consultant estimates to ensure quality and integrity.
  • Analyzes and validates contractor and consultant estimates. Effectively presents estimate review package to Customer
  • Develops, prepares and reviews the conceptual scopes of estimates and studies when a definition is not available through a demonstrated ability to conceptualize the design of the finished product.  Prepares specialized cost contingency analysis tools to compensate for an undefined scope.
  • Support bid evaluation of cost and schedule criteria and prepares bid evaluations.  May participate in discussions with vendors/contractors.
  • Review and evaluate contractor change orders and/or pricing. 
  • Prepares and reviews escalation calculations for estimates of complex jobs.
  • Along with the project team identifies ways to mitigate project risk.  Assesses the uncertainties associated with productivity, material pricing, wage rates, and quantity variation. 
  • May review contract drafts for adequacy of cost and scope definition, and coordinates development of all data in support of negotiations.
  • Prepares, coordinates, and directs cost estimating presentations to Bechtel and client management, as required.
  • May be required to participate in personnel performance reviews and career counseling. May be required to interview candidates for employment and make recommendations for employment decisions.
  • Interprets and executes policy, objectives, and standards applicable to cost estimating and cost analysis activities.
  • Supports proposal activities as required.
  • Performs or directs functional audits of project activities to ensure technical adequacy of project cost estimating activities as required.
  • Maintains liaison within a global business unit to coordinate work processes and procedures.
  • Develops and supports improvement measure institutionalization for the global business unit.
  • Serves as a subject matter expert within the global business unit.
  • May be required to support regional estimating efforts for proposals or other Bechtel projects


Job Qualification

  • Bachelor’s degree in Engineering, Construction Management, or related field.
  • Extensive professional experience in project controls with emphasis on cost and project estimating.  
  • Demonstrated expert understanding of Estimating core processes and procedures
  • Experience with development and construction of major civil and building projects. Specific airport experience would be an advantage in the Australian market.
  • Experience and demonstrated skill in directing cost estimating and cost analysis of heavy civil and building projects.
  • Knowledge of statistical correlation and regression analysis of estimate variance, with an advanced understanding of how to apply real-world applications of statistical theory.
  • Skilled in providing direction, personnel administration, and training of technical and nontechnical personnel.
  • Demonstrated skill in identifying, analyzing, and solving problems.
  • Advanced level of knowledge of engineering, procurement, contracts, construction, and commissioning and operations work processes.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
  • Knowledge of current industry and technical developments.




This is a long-term position that will be assigned to the project office currently located in Sydney, Australia.  Bechtel’s relocation policies authorize full relocation, accompanied status. Project policies require a transition to local payroll after a period of 12 months or 2 years depending on grade.
