Role
Provides technical guidance to the Estimating, Procurement, Construction and Engineering teams with a deep focus and competency in renewable energy projects (solar, wind, energy storage, etc).  Responsible for managing estimating and engineering deliverables related to the development of renewable energy projects. Responsible for ensuring project scope (including Engineering scope, interface requirements, division of responsibilities between entities and basis of estimate) is define and approved, evaluating project execution plans and risks associated with performance of the scope requirements.    Participates in development of proposal and project execution plans. Supports a diverse and inclusive work environment.  Supports a safe, healthy and environmentally sound work environment.

 

Job Duties

The following duties are performed with respect to  the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:

 

1.  Responsible for the quality and integrity of estimates produced by the team. Audits to ensure the quality of estimating process.  Reviews estimate basis and assumptions for completeness and reasonableness.  Ensures that lessons

learned are incorporated into estimates.

2. Applies knowledge of renewable energy project estimates (wind, solar, storage, etc) and reviews cost consultant estimates to ensure quality and integrity.

3. Prepares, reviews and approves estimate plans inclusive of readily correlating to other projects and Bechtel standards. 

3. Responsible for evaluating project execution plan (including project schedule) and risks associated with scope requirements.  Recommends level of contingency and risk required for management decision.  Participates in development of proposal and project execution plans.

4.  Supports Business Development in proposal efforts.  Provides direct input to proposals, strategic plans, client presentations, and contract negotiations.  Ensures that the Win Plan and execution plan is incorporated in the Estimate Plan.

5.  Reviews and approves the preparation of proposal cash flow models and working capital analysis.

6.  Responsible for defining market and bench marking analysis for management review and approvals

7.  Leads or directs discussions in management reviews.  Presents estimates to senior management and clients.

8.  Reviews and Approves the preparation of the Project Profitability Summary (PPS) and provides additional input into Policy 222 for release to Management.

9.  Keeps stakeholders fully informed of progress to ensure buy-in of the developing estimate for final bid.

 

The following duties are performed with respect to Foundation Development, the process of establishing and maintaining cost databases and tools:

1.  Ensures development of tools and databases to support pricing of estimates.  Recommends tools and techniques used by estimating professionals.  Provides leadership and guidance in developing parametric methods and techniques, estimating automated systems and databases.

2.  Assists in developing and implementing estimating policies, standards, procedures and training programs for renewable energy projects.  Provides input to Estimating Department policies that may apply across global business units.

3.  Develops estimating training programs that include developing curricula, selecting instructors, teaching and monitoring effectiveness of programs.

 

The following duties are performed with respect to Project/Site Management Support, the process of providing support services to projects/sites in the form of external cost analysis and estimate reviews in addition to estimate-to-budget conversions:

1.  Performs on site project reviews, as needed.

2.  Reviews estimate-to-project budget conversions.

3.  Reviews cost/price analysis.

 

The following duties are performed with respect to Estimating / Engineering Management processes:

1.  Contribute to estimating policy and guidance for cost estimating of Renewable Energy projects.

2.  Manages overhead budgets.  Provides input to operating plans, department budgets, forecast and other financial reports.

3.  Contributes to high-level strategies with senior management, and joint venture partners, as applicable.  Clearly communicates the implications of solutions and changes to reach workable solutions. 

4.  Works closely with Managers of Estimating, Procurement, Construction, ES&H and Engineering in planning workload and resource allocation.

 

Job Knowledge

  • Demonstrated expert understanding of Estimating/Engineering/Procurement/Construction/ Environmental, Health & Safety core processes and procedures.
  • Expert-level estimating / technical knowledge and experience in renewables and other business sectors, with a significant portion of experience spent providing engineering and construction services to a global industry.  High level of technical excellence and inspires confidence in the integrity of the estimate.
  • Thorough knowledge of and demonstrated experience in all aspects of estimating / technical.  Stays abreast with current state-of-the-art developments.
  • Technical and practical comprehension of engineering, procurement, and construction functions and general business techniques.
  • Knowledge of commercial terms and conditions within key sectors, including renewables.
  • Knowledge of competition, targeted markets, current industry, and technical developments.
  • Excellent skill in oral and written communication with demonstrated skill to present estimating information to management and client.
  • Demonstrated skill in management, supervisory and administrative functions.

 

Qualifications and Experience

  • Degree in Business, Law, Engineering, Construction Management or similar, or equivalent, and 12-15 years of industry related experience or 20+ years of relevant experience.  
  • Experience should include project development, and additional experience in investment, finance, project management, engineering, procurement, and construction is preferred. 
  • Candidates will have demonstrated growth in job responsibility to a position of leadership, give evidence of commercial acumen, and show strong understanding of economics, regulatory, and technical drivers for renewable power projects. 
  • Candidates will be able to function well within a teamwork environment, motivate people inside and outside the company, and work productively through ambiguous business situations. 
  • Candidates will need to thrive on challenge and demonstrate good judgment.
