Establishes a leadership position in the areas of ES&H across the business line.  Sets strategic direction as well as global business unit level goals and objectives for ES&H.  Integrates all aspects of Environmental, Safety, and Health (ES&H) (including medical and industrial hygiene), processes, procedures, systems, methods and policies critical to the success of ES&H on multiple projects and/or in a global business unit (GBU).  Ensures interpretation of complex requirements, evaluating and applying appropriate ES&H principles, and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with global ES&H requirements.  Provides leadership for the development and maintenance of high-performance ES&H project teams on multiple projects.  Has overall responsibility for project ES&H execution, ensuring the projects, business line or function adheres to contract requirements, standards of quality, and to the customer and Bechtel ES&H performance expectations.  Develops and applies an ES&H management system across all projects and/or activities within the GBU. 

 

 

Job Responsibilities

 

  • Guides, coaches, and motivates GBU team performance and those directly associated with implementing ES&H processes, procedures, systems, methods, and policies critical to the success of ES&H on multiple projects.
  • Empowers and leads GBU personnel to work to their maximum capability and efficiency to ensure the success of ES&H across the GBU.
  • Promotes integrity, technical competence, and commitment to ES&H on multiple projects and within the GBU.
  • Works with project and/or GBU management on bid decisions, proposals, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with ES&H requirements.
  • Provides technical support to feasibility studies, site assessment studies, and project risk assessments.
  • Coordinates appropriate consideration of ES&H requirements with subcontract, engineering, and construction personnel.
  • Ensures that ES&H plans are developed and implemented for projects or facilities within their area of responsibility in accordance with established policies, systems, processes, procedures and methods, client and/or host country requirements and regulations.
  • Provides operational direction and functional supervision of work practices of Bechtel and other contractors/ subcontractors.
  • Leads meetings, as necessary, with customers, project team members, and contractors/subcontractors to communicate project-specific ES&H mitigation plans, training programs, and complex technical reports.
  • Stops work in dangerous situations or conditions having imminent adverse ES&H impact.  Stipulates acceptable work practices that are to be implemented before the work can be resumed. Manages personnel activities, such as recruitment, policy administration, compensation administration, or employee development.
  • Manages and conducts project serious accident and/or fatality investigations and notifications; documents factors contributing to an incident and ensures the preparation of required reports. Participates, as directed by the Manager of Corporate ES&H, project management and Legal and Risk Management, at hearings or litigations involving recent or past injuries, accidents or work-related illnesses that occurred on projects/facilities.
  • Manages cross-training of personnel in professional or discipline-specific skills, techniques, and procedures.
  • Manages the operational direction and functional supervision of the medical/first aid treatment facilities on multiple projects.
  • Provides operational direction and functional supervision for project ES&H orientation and training of project manual/non-manual personnel on multiple projects.
  • Ensures environmental compliance inspections of multiple projects’ construction activities are conducted to monitor compliance with environmental requirements including contractual commitments, permits, and Construction Environmental Control Plans (CECP).
  • Ensures consultation with occupational medical consultant in developing procedures which include sanitation and health inspections of facilities, for activities such as immunizations, rescue, emergency transportation, and evacuation on multiple projects.
  • Interprets applicable ES&H standards and supervises their integration into an area of responsibility. Ensures that host country, client and Bechtel standards are integrated into a single document.
  • Executes other ES&H duties as assigned by Corporate ES&H, GBU, and functional management.

 

 

Job Qualifications

  • Must have a recognized degree from an accredited college or university.
  • Must have a sufficient number of specialized courses and professional certifications.
  • Broad, progressive work experience in environmental, safety and health across multiple industries.
  • Should have extensive experience in implementing and managing ES&H training programs.
  • Knowledge of ES&H sciences/engineering systems, principles, and methodologies.
  • Must have extensive and demonstrated knowledge of national and international ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution.
  • Knowledge of Bechtel’s organizational structure, functions, and administrative procedures would be preferred.
