Job Overview:

The Contract Manager will directly report to the Earthworks Manager. Manages the procurement and tendering of a major Main Works Contract for the construction of the airport. The role will encompass the procurement from Request for Tender (RFT) preparation, coordination with Legal Advisors and Technical Authors to prepare consolidated RFT and associated Evaluation Criteria through the Tender Period, Evaluation, Negotiation, and Award of the Main Works Contract or Design Contract as assigned.

The Contract Manager for the Package will assume overall responsibility for the commercial and contractual management of the Contract through until Completion.


Work Location: Badgerys Creek, South-Western Sydney.

Job Responsibilities:


  •     Develops and issues contracts and services agreements as assigned by performing the following:
  •     Forms Request for Tender (RFT) packages
  •     Issues bid request packages to approved bidders
  •     Prepares Evaluation Criteria for approval by Project Team and Owner
  •     Coordinates Tenderer’ questions and answers to those questions (RFI’s) and coordinate responses to Tenderers via the assigned Transaction Manager
  •     Receives Tenders
  •     Evaluates / Manages the commercial evaluations of tenders received
  •     Prepares Commercial Bid Summary and Overall Recommendation to Award subject Contract
  •     Recommends and supports Owners Nominated representative in obtaining approvals in accordance with established procedures and Owners Delegated Authorities Matrix
  •     Prepares contract documents for execution with Owners Legal Advisors
  •     Prepares and maintains control and status reporting documents
  •     Prepares and organizes with the assigned Transaction Manager tenderer meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.  After reviewing plan and agenda with the supervisor, conducts a meeting and prepares and issues meeting notes delineating important statements, required actions, and schedules.

 Post - AWARD       

  • Responsible for the implementation of Contract & Commercial Management Procedures for the administration of the Package Contract.
  • Analyze the Package Contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work.  As work proceeds, make recommendations to the Package Manager and Senior Commercial Manager on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs.
  • Responsible for the development and management of appropriate mechanisms to monitor compliance with contract terms and conditions.
  • Responsible for working with the other Project Team members to ensure that Bechtel or customer related actions or inactions which could result in potential contract changes or claims are identified and make recommendations on their resolution.
  • Responsible for the processing of Payment Claims in accordance with the Security of Payments Act.
  • Responsible for the management and identification of Contract claims as they develop and manage the timely resolution under the changes provisions wherever possible, obtaining claims and legal expertise as appropriate.
  • Maintain a working relationship with Construction, Engineering, Procurement, Legal and Risk Management to facilitate organizational interfaces between those performing Contract administration.
  • Provide Package Manager and Senior Commercial Manager with reviews and analysis of the Contract financial data.
  • Responsible for adherence to Contract insurance provisions and to ensure implementation of any requirements in this regard with Owner Risk Management personnel.

Job Qualifications

  • Degree in Business, Quantity Surveying, Law or Engineering desirable.
  • Minimum 15+ years’ experience in Commercial Management of infrastructure projects in excess of $200 million.
  • Thorough knowledge of contract management for multi-disciplinary firms for major infrastructure projects including airport projects.
  • Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Skill in working and communicating effectively, both orally and in writing, with other project functional groups.
  • Knowledge of law, negotiations, or contract management gained through education or experience.
  • Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Experience with Public and Government Procurement Procedures and Protocols.
  • Direct experience in the function of managing workload distribution and execution of the work as well as personnel interviews, selection, salary planning, classification changes, performance evaluation, career counselling, transfers and terminations.
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.
