(BEO), a wholly owned Bechtel affiliate company, is seeking an experienced Tools Operations Manager to join our team in our Sugar Land, Texas location.


The Tool Operations Manager is actively engaged in projects across all of our business lines. BEO uses sophisticated estimating and scheduling systems to assist projects in developing bid proposals, equipment lease versus purchase analysis, tool and consumable utilization forecasts, scaffold estimating and supply, and overall construction fleet utilization plans. The Tool Operations Manager will report to the Manager of Tools and Consumables and jointly manage global operations of multiple business lines within Bechtel Equipment Operations.


The primary responsibilities are to function as the liaison between the project teams and BEO leadership, by providing analysis of the project tool programs ensuring the program's efficiency at the project jobsites. This is achieved by collaborating with field and office personnel in job setups, reviewing terms and conditions, project tool execution plans, and job cost/variance analysis. In addition, this position is responsible for reviewing and reconciling budgets on all assigned projects, is the point of contact to receive and disseminate pertinent information regarding the current status on all ongoing projects to requestors, end users, and contractors require by the business.

  • Responsible for the selection and onboarding of new team members and providing day-to-day supervision and guidance
  • Support field operations to deliver best overall value for Bechtel
  • Creation and maintenance of Standard Operating Procedures and guidelines
  • Data idiosyncrasies and work around data issues to come up with meaningful reporting
  • Forecast demand, supply, and inventory at a SKU level
  • Present data in a clear and concise format
  • Collaborate with project sites to identify root causes affecting customer service levels, and other KPI’s
  • Produce ad-hoc reporting that requires a level of comfort and skill with large volumes of data from disparate sources
  • Position may require some travel and the ability to work extended hours


Basic Requirements

  • Bachelor’s degree in construction management, supply chain, engineering or other relevant 4-year accredited degree plus 8+ years’ experience or 12+ years’ relevant work experience in lieu of degree
  • Prior supervisory experience over a small team
  • Experience working on an industrial construction jobsite
  • Advanced technical expertise in craft-specific construction activities to comply with required tools, consumables, rigging, scaffolding, and safety practices on major industrial projects
  • Strong relationship management, analytical and critical thinking skills
  • Ability to apply process improvement using performance metrics
  • Strong written and verbal communications skills and the ability to present effectively to internal management as well as external clients and vendors
  • Proficient in Microsoft Office, Excel, PowerPoint


Preferred Requirements

  • Previous EPC industry experience
  • Experience with Microsoft Power BI Advanced knowledge and experience in using database management tools to manage tool inventories and scaffolding
