POSITION SUMMARY

The Purchasing Specialist performs acquisitions, including bidder prequalification, developing bidder lists, bid solicitation, bid analysis, negotiation and commitment of purchase orders, contracts, and equipment rental agreements for Bechtel Equipment Operations (BEO).  This role will also perform administration of purchase orders and contracts following commitment and expenditures, commercial and technical requirements and performance;  

 

Bechtel Equipment Operations, Inc. (BEO), functions as the construction equipment asset manager of Bechtel Group and is actively engaged in projects across all of Bechtel's business lines. 

 

This position is required to work in Sugar Land, TX as well as sporadic travel to equipment maintenance yard located in Houston, TX.

 

ESSENTIAL JOB DUTIES:

  1. Develops and prepares purchases, contracts and rental agreements, as assigned, reviewing commercial terms and conditions to be included in acquisition documents. Reviews contract terminology and transfers, and applicable regional, project, legal and commercial terms.
  2. Reviews and develops commercial and technical data prepared by Operations, Construction, Finance, Traffic & Logistics, Insurance, Tax and coordinates input with other functional groups.
  3. Applying knowledge of vendor capabilities to prepare, maintain and monitors bidder lists, ensuring input is received from all functional and operational groups.
  4. Reviews international commercial conditions for purchasing, rental export and import requirements to ensure terms, conditions and procedures comply with applicable Bechtel Directives, Instructions and Procurement Procedures.
  5. Communicates with suppliers to achieve required service and meet project needs.  Communicates with other functional groups to assist and/or guide them in the preparation of material requisitions.
  6. Provides training and guidance to other purchasing personnel regarding all aspects of formation and administration of purchasing forms, procedures, and buying goods. Maintains contact with functional supervisor, to maintain an awareness of the performance and operating problems of suppliers and coordinates the development of problem resolutions, of claims settlements, and other contractual matters.
  7. Prepares routine status reports for management.
  8. Applying advanced procurement/supply chain strategies and techniques to maximize value to the business and ensure best practices are being implemented
  9. Negotiating complex agreement terms and conditions and strategic pricing for services
  10. Assisting internal and external customers with meeting objectives of cost, quality, and schedule while maintaining positive working relationships
  11. May be required to work extended hours.

 

BASIC REQUIREMENTS:

  • Degree from an accredited University plus 10 years relevant experience or 15 years of experience in lieu of degree.
  • Strategic thinking and analytical mindset
  • Highly motivated, responsible for making crucial decisions, problem solving and milestones
  • Can work independently, as well as, in a team environment
  • Has a positive attitude and approach, is a team player
  • Demonstrated experience in leading negotiations and contractual discussions regarding terms and conditions and proficiency in the formation and administration of purchase orders, contracts and rental agreements.
  • Proficiency in all phases of procurement including knowledge of and skill in communicating effectively with suppliers, bidder prequalification, preparation of bidders’ lists, compilation of bid requests, knowledge of applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments.
  • Excellent written, verbal and organizational skills; including demonstrated ability to organize and author internal/external correspondence and file documentation.
  • Knowledge of international commercial conditions as well as international suppliers.
  • Prior experience in Procurement and/or Contracts on a large-scale industrial construction jobsite.
  • Presentation Skills (both Oral and Power Point proficiency)

 

PREFERRED REQUIREMENTS:

  • Familiarity with and knowledge of construction equipment.
  • Proficiency in Microsoft Office.
  • Proficiency in the administration of commitments, monitoring supplier performance and the resolution of claims and disputes.
  • Knowledge of ORACLE accounting systems, and experience with Supply Chain software applications such as Digital Supply Chain System (DSCS).
