Project Overview:
Bechtel Equipment Operations, Inc. (BEO), a wholly owned Bechtel affiliate company, functions as the construction equipment asset manager of Bechtel Group and is actively engaged in projects across all of Bechtel's business lines. In support of its involvement, BEO uses sophisticated estimating and scheduling systems to assist projects in developing bid proposals, equipment lease versus purchase analysis, tool and consumable utilization forecasts, scaffold estimating and supply, and overall construction fleet utilization plans. Headquartered in Sugar Land, Texas, BEO also manages several permanent global equipment storage and support facilities.
This position will be a member of the procurement team and will be responsible for formation and administration of all types of commitments when required. The successful candidate will be responsible for coordinating interdisciplinary contract efforts, integrating with other functions, communicating with key customers/clients, supporting RFQs submitted by projects with proposal pricing, negotiating terms and conditions, and updating and obtaining approval of senior BEO management.
Job Summary:
This Contract Professional will support formation and administration of all types of commitments when required. Develops and monitors contract estimates and master contracts forms. Reporting to and receives operational direction from Manager of Supply Chain, Operations Manager or Contracts Manager. #LI-CS1
Major Responsibilities:
Contract Management:
- Maintains relationships with other managers both within and outside BEO in order to maintain an awareness of operations and to be responsive to needs identified.
- Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Contract Management
- Manages assigned contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties
- Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters
- Manages less complex contract changes by negotiating with customer personnel and obtaining settlement
- Communicates information programs to ensure mutual understanding of subcontract terms and conditions
- Prepares periodic status reports for management
Contract Formation:
- Conforms and ensures contract execution
- Directs negotiation in the commitment of contracts
- Works closely with the Bechtel Legal, Risk Management and Commercial groups to ensure negotiations are completed on schedule.
- Prepares bidders’ lists and pre-qualifies bidders
- Forms bid request packages and issues bid request packages to approved bidders
- Coordinates bidders’ questions and answers to those questions
- Receives bids and evaluates bids commercially
- Prepares Commercial Bid Summary and recommendations
- Recommends and secures approvals in accordance with established procedures
- Prepares contract documents for execution
- Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters
- After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules
- Effective formation – risk allocation, flow downs, and outcome focused:
- Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of bidders within delegated approval authority. Ensures all commitments made by Supply Chain professional are accurately presented and follow established approval and signing authorities contained in company policies and procedures. Reviews and recommends bid selections that require higher approval authority. Executes commitments within delegated signing authority.
- Reviews prime contract between client and Bechtel and makes recommendations to Contracts Manager to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master contract forms.
- Reviews and approves proposed negotiating plans developed by Supply Chain professionals in the commitment and resolution of commercial conditions of contracts and participates in direct negotiations when required.
- Effective management and close out of contracts
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
Required Knowledge and Skills:
- Broad experience in the formation, negotiation and award of all types of contracts, including cross-functional experience in two or more contract disciplines (formation, administration, prime, etc.).
- Demonstrated commercial awareness with financial and tax issues, with experience in both field and home office assignments, and in two or more business units.
- Demonstrated experience in developing complex contract types, fee arrangements, terms and conditions.
- Broad experience in contract administration.
- Thorough knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
- Skill in working and communicating effectively with all levels of project functional groups.
- Knows the applicable Corporate and global business unit policies and instructions, and contract procedures and guidelines that affect the work.
- Training or courses of specialized study in related subjects such as business administration, accounting, and law, including Uniform Commercial Code.
