Job Summary:

In this role, you will lead a team to manage subcontracts and monitor operations. You will develop the subcontracting strategy, operating procedures, staffing plan, and the contracts section of the Project Execution Plan. You will review and approve bid details, commitments, and negotiations. Your oversight will ensure project subcontracting is consistent and that requirements have been implemented.

Major Responsibilities:

  • Participates with the project team on a large project in defining and developing the scope of Contracts work, and in preparing and coordinating Contract plans, procedures, schedules, estimates, forecasts, and budgets 
  • Contributes Contracts input to the preparation and/or modifications of the project’s prime contract 
  • Prepares and/or directs preparation of commercial terms and conditions for use on all project contract documents, ensuring that requirements of the prime contract are incorporated 
  • Coordinates Contract execution plan with Engineering and Construction plans and operations to ensure that input from these disciplines will enable Contracts to perform its functions in accordance with project plans 
  • Reviews commitment approvals and execution/signature authorities and ensures commitments are made in accordance with Corporate and Contract policies and procedures 
  • Manages the Subcontract for a contract of medium risk or complexity 
  • Develops and implements a Subcontract Management Program for the project consistent with the Standard Work Process Procedures and the Subcontract/Contract Management Guidebook 
  • Analyzes the subcontract commercial terms and conditions to highlight areas of risk such as ambiguities, conflicts, or deviations from the scope of work 
  • Makes recommendations to the Site Manager on the mitigation of these risks and closely monitors and supports remedial actions and recommend appropriate tradeoffs 
  • Works with the other Project Team members to ensure that Bechtel or customer related actions or inactions which could result in constructive subcontract changes are identified and make recommendations on their resolution 
  • Maintains a working relationship with Construction, Engineering, Procurement, Legal and Risk Management to facilitate organizational interfaces between those performing subcontract administration 
  • Adheres to subcontract insurance provisions and to ensure implementation of any requirements in this regard with Regional and Corporate Risk Management personnel 

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
     

Required Knowledge and Skills:

  • Thorough knowledge in the formation and administration of contracts on major infrastructure projects.  Experience and knowledge in handling Dispute Resolution and Amicable Settlement in accordance with the Customer's procedures and processes.
  • Extensive knowledge of contract management and negotiations gained through education or experience.
  • Knowledge of when to engage legal counsel.
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices.
  • Knowledge of delay analysis methodologies and experience supporting planning teams in the review and validation of delay analyses.
  • Experience and working knowledge in contract pricing structures, contract law, contract drafting, tendering procedures & requirements
  • Understanding of project management principles and practices to oversee contract execution against project timelines.
  • Understanding of budgeting, cost control, and financial principles related to project contracts.
  • Strong organizational skills to manage multiple contracts and ensure documentation is thorough and accessible.
