Project Overview:

Bechtel are assisting the Thai Oil owner team with completion of their refinery expansion known as the Clean Fuels Project. Our role is to provide independent review and analysis of EPCM contractor execution strategy and performance through review of plans, schedules, forecasts, change requests to assess potential impact to the project budget and schedule.

 

The intent is to provide early warning of potential deviations to budget and schedule to aid the development of mitigation strategies for the Owner. Construction under the EPCM contract is scheduled to commence in 4Q205 and Construction Completion is schedule for 4Q2027

 

Job Summary:

Responsible for providing an independent review of Construction planning, Quantity installation progress and Execution activities to meet the EPCM contract, design and quality requirements of the project.

 

Major Responsibilities:

  • Provides an evaluation that work is performed correctly, inspected early for quality, and is well documented.
  • Recommends constructability reviews of complex work packages as they are identified and before the work is released for construction execution. 
  • Reviews input to the design of temporary utilities, facilities, and site layout.
  • Reviews process of turnover of completed systems and facilities including preparation all necessary documentation.
  • Provides an evaluation of control and management of field processes such as Field Changes, Non-conformance reports (NCR’s), Field Welding Control (incl NDT), Cranes (incl Heavy lifts and critical rigging), and potential energy isolation (LOTO).
  • Monitor and review project progress with respect to installed quantities, to identify significant developments or risks. 
  • Provide construction technical input to schedule and change analysis assessing validity and impact to identify risks and propose mitigation measures.  
  • Conduct regular site inspections to assess project progress, identify risks, review construction quality, and review compliance with construction work method statements.   
  • Participates in weekly Construction progress meetings to understand Planning and coordination of all phases of the construction and ensure meeting schedule and strategic plan.
  • Maintains effective communication with Project team members and stakeholders to provide project updates, address concerns and foster strong working relationships.

 

Education and Experience Requirements:

Basic Qualifications

  • University/B.S degree in Engineering, Construction Science or Construction Management.
  • 15 years minimum actual work experience leading to a thorough understanding of the technical knowledge.

 

Required Knowledge, Skills and Abilities:

Additional Qualifications

  • Technical knowledge of all phases of construction engineering relating to a single discipline interfacing with all areas, or in a multi-discipline position assigned to a single area.
  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
  • Familiar with Bechtel's Business Ethics handbook and policies.
  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
  • Knowledge of project-specific environmental compliance requirements.
  • Knowledge of Bechtel's "Destination Zero” safety program.
  • Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.
  • Prior experience supervising and administering subcontractors and/or participation in PMC execution.
