Project Overview:

Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.” NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.” NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

Job Summary:

The Traffic Management Specialist is responsible for oversight and implementation of traffic management practices on one or more major highway upgrades and new capital investment works cross the Regional Infrastructure portfolio. The role will span from the conceptual stages through planning, engineering, procurement, construction, start-up, performance testing, initial operations, occupancy and contract close-out. The role will be office and site based, requiring the application of traffic management principles and techniques to ensure safe traffic management within project areas and live roads, and will require the review and consultation of contractors traffic management plans to ensure safe and standardized implementation, removal and maintenance on site.

Major Responsibilities:

  • Executes work against established project management policies, plans, and programs for the orderly execution of projects ·      
  • Monitors the progress of assigned projects and ensures that responsible actions are being taken by members of the contractor team·      
  • Reviews and approves project execution plans, project plans and programs, and other critical project plans and/or documents·     
  • Ensures that project related problems are resolved promptly and that an integrated approach is followed in the performance of the project·      
  • Has a thorough understanding of the project cost estimates and schedules.·     
  • Identifies and provides input for major trends, and forecasts to customers. ·    
  • Identifies and provides input for major changes or deviations to cost and schedule reports and trend notices. ·       
  • Responsible for construction oversight and compliance of roads contractors, ensuring works are carried out as per the drawings, specifications and standards, as per schedule and ensures compliance to ES&H plans, quality standards and local/national regulatory safety codes·       
  • Coordinates with Engineering Department to ensure complete design packages are issued to Contractors as well as resolving Technical Queries (TQ’s), Request for Information (RFI) and Field Changes·      
  • Lead and coordinate with contractors, engineers, client, and other stakeholders
  • Engages with stakeholders at project level when required to ensure high performance levels from contractors·     
  • Ensure the closure of each project is systematic and complete in all respects    
  • Maintains an effective relationship with other functional departments and coordinates all jobsite construction activities   
  • Engage and oversee the development of traffic management plans by contractors  
  • Review contractor drawings and traffic management plans
  • Develops and maintains the traffic management plan tracker  

Education and Experience Requirements:

  • A recognized bachelor’s degree in Civil /Structural or relevant Engineering discipline preferred , Minimum 5 years of experience in construction in large highway or transportation projects with significant Civil works scope·    

Required Knowledge and Skills:

  • Experienced in road safety and supervision of large traffic management schemes, high speed road works ·    
  • Thorough knowledge of international standards and specification and codes as applicable including safety procedures associated with highway construction works·       
  • Thorough knowledge of the Saudi Arabian road construction requirements, including the General Specifications for Road and Bridge Construction·       
  • Experience in managing Temporary Traffic Control Zones adjacent to open / live roadways·      
  • Awareness of the requirements of relevant AASHTO standards and the Manual on Uniform Traffic Control Devices·       
  • Experience in KSA / Middle east / GCC, either on Construction Management role or Direct Construction experience on construction projects·     
  • Must be able to demonstrate good communication and interpersonal skills to maintain a positive work environment between all parties including the Client, Contractors, and other stakeholders throughout the project life cycle·       
  • Self-motivated individual with ability to work independently and exercise professional judgment, with a passion to take ownership of projects and provide sound technical leadership to contractor’s staff and field engineers
  • Must have a valid driving license
