Project Overview:

Saudi Arabian Bechtel Company will provide project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate and commercialize new technologies and enterprises in ground-breaking ways. A number of posts will be appointed during the course of this year.

Job Summary:

The Senior Roads Specialist will act as a subject Mater expert, leads and manages complex Highways and Transportation projects from Conceptual stages, through construction. This role requires advanced technical expertise, project management skills, and the ability to collaborate with stakeholders to ensure that projects are completed on time, within budget, and to the highest safety and quality standards.

  • Develops the scope of engineering work, schedules, and budgets for assigned project elements, and monitors progress to meet schedule and budget requirements. 
  • Identifies and documents changes in scope. Assists in determining the scope of procurement work, schedules, and budgets for assigned project buy outs, monitoring progress to maintain those procurements. 
  • Developing highway plan layouts and profiling, checking key geometric elements (using appropriate Road Design Software) of complicated road design schemes as part of Preliminary / Feasibility Studies.
  • Responsible for developing and Reviewing engineering drawings, reports, specifications.
  • Undertake Site visits and field investigations for development of conceptual plans and to provide construction support.
  • Prepares technical reports and documentation of activity for the client and project management.
  • Obtains, analyzes, and circulates technical and contractual information to project disciplines.
  • Overseeing engineering team, leading and reviewing ongoing project work.
  • Supporting Engineering Manager, Proposals Manager with engineering task assignments.
  • Daily routine follow-up of project deliverables
  • Resource management, Coordinating deliverables with CAD and BIM teams.
  • Chair project specific meetings and record actions. Represent the client in technical meetings and Value Engineering analysis.

Major Responsibilities:

Project Leadership:

  • Lead and manage road engineering projects, including feasibility studies, design, and construction.
  • Develop project plans, schedules, and budgets.
  • Oversee the execution of road projects, ensuring compliance with engineering standards, regulations, and safety requirements.

Technical Expertise:

  • Provide advanced engineering design and analysis for road infrastructure, including geometric design, drainage systems, and pavement design.
  • Utilize advanced software and tools for design and simulation (e.g., AutoCAD, Civil 3D)

Stakeholder Collaboration:

  • Coordinate with clients, governmental agencies, and other stakeholders to gather requirements and address concerns.
  • Facilitate meetings and presentations to communicate project progress and technical details.

Project Management:

  • Monitor project progress, identify risks, and implement mitigation strategies.
  • Ensure that projects adhere to deadlines and budget constraints.
  • Prepare and present reports on project status, performance, and any issues encountered.

Regulatory Compliance:

  • Ensure that all engineering practices comply with local and state regulations and standards.
  • Prepare and submit necessary documentation for permits and approvals.

Education and Experience Requirements:

  • Requires a bachelor’s degree in civil engineering and master’s degree in Transportation/Highway engineering with 15 years of relevant experience.
