Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.


Position Summary:

This position will be assigned to the NEOM Construction Team. Primarily to oversee the safe and efficient delivery whilst maintaining effective relationships when interfacing with stakeholders and general public. To be answerable to provide construction services help to the construction teams, and to work with all subcontractors to deliver the highest standard of product. 


Job description

  • Creates the basis of Construction and Project Logistics objectives for the scope and area assigned to assist the construction of permanent and temporary works. Collaborates with Engineering, Project Controls and Construction colleagues to establish the Objectives
  • Responsible for delivery of logistics operations in the context of the judicious objectives for the EPM scope of services
  • Collaborates across geographic regions, other NEOM Projects and Central Logistics teams to optimize logistics service provisions and facilities
  • Understands the contract requirements for logistics within the construction contracts for their assigned areas
  • Responsible for Scope of Work, budget, contract packaging and other commercial documents required to implement logistics provisions via service providers or contractors
  • Supports the Land Use Permit process for new land plot requirements or changes to existing land plot requirements
  • Supports the Area Directors and the delivery teams to achieve their construction delivery objectives through the sound implementation of logistics planning
  • Provides reports and advertises presentations to management relating to existing, emerging or changing logistics planning
  • Client facing duties- presentations and reporting to executive and C-suite level within client team, Coordination with NEOM Central Logistics team and managing compatibility of EPM plans with those of wider NEOMProgramme level reporting of Logistics & Permits processes performance and escalation of issues as require, Stakeholder management within Spine & NICC and with other NEOM Projects
  • Inward facing duties - Team management including staffing plan, recruitment, onboarding, performance management and ultimately demobilisation managementProcess improvement and throughput maximisation of Permits, Letters of Authority and Logistics work processesOwnership, publication, communication and development of Logistics strategy
  • Enabling collaboration between Logistics & Permits team and Construction / Project Management
  • Development of procurement strategy for Logistics facilities
  • Management of work cycle through scoping, design, procurement and construction of Logistics facilities
  • Commercial and performance management of Framework designers and contractors


Essential job requirements and skills

  • Bachelor’s degree in construction management, mainstream Engineering discipline or similar technical base
  • Construction judicious planning and execution experience, preferably with a contractor organisation
  • Communication at Executive and above level Minimum 25 years of industry experience. 
  • Strong leadership & communication skills ability to influence internal and external stakeholders at Executive level.
  • Technical knowledge of all phases of construction engineering relating to a single discipline interfacing with all areas, or in a multi-discipline position assigned to a single area.
  • Prior experience of supervising and administering subcontractors on large infrastructure projects.
  • Experience in project logistics on infrastructure projects.
  • Prior experience in project early works, site logistics, access roads, site set-up, temporary facilities, site camps for civil projects.
  • Shall be flexible to travel to other project job sites on short term or long-term assignments as required.
  • Commercial/contract basic understanding and ability to utilize business management system procedures.
