Project Description:

Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”

NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.”

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. Position Summary:

Prefer Infrastructure background with rail and/or aviation background demonstrating expertise delivered on complex and large-scale projects. Also consider senior project planning experience from other US markets i.e., Government, Oil & Gas, Mining and Metals.  

Planner candidate to work as a Senior and or Lead Planner to assist the Infrastructure Planning Manager in development of engineer, contracts and construction planning scope related to infrastructure project including rail, water, utilities, heavy civil, highways and airports.


Typical Job Duties:

  • Provides comments and recommendations for planning and scheduling requirements relative to staffing and project control. Prepares detailed staffing plans for planning and scheduling activities.
  • Reviews design scope criteria and quantities for completeness and reasonableness, and arranges with the project to develop additional estimating bases when information is incomplete.
  • Performs and/or arranges, collects, verifies, and integrates the work scope for all entities into the total project plan including development of master and execution schedules for engineering and construction.
  • Performs productivity analysis of construction operations and verifies. Establishes productivity basis to be utilized in estimates, as developed in concurrence with Construction. Reviews labor estimates for reasonableness.
  • Establishes milestones for the total project or major portions of the project. Reviews project work activities to ensure assist of project milestones. Arranges the timely, systematic, and complete acquisition of scope definition and related data.
  • Reviews and evaluates schedule durations for all disciplines’ activities relative to the assist of project milestones. Supervises/directs the calculation of durations and other considerations affecting activity durations.
  • Prepares and examines comparisons of scope, quantities, and cost data between projects. Develops bid evaluation cost and schedule criteria and prepares bid evaluations. May participate in discussions with vendors.
  • Plans, organizes, and supervises schedule resource loading and leveling. Arranges development of all bulk commodity release and installation curves. Integrates appropriate manpower requirements for each discipline/specialty relative to the overall project needs. Finds quantity and manpower levels in assist of the project needs and schedule philosophy.
  • Obtains required schedule information by all disciplines. Identifies schedule restraints and their effects on the total project schedule. Works with all departments to ensure an understanding of the total project schedule needs.
  • Responsible for total integration of schedule activities. Identifies schedule considerations and problems resulting from inter-discipline or group restraints and interfaces.
  • Verifies consistency with previous reports to ensure compatibility. Responsible for issuing reports required by Bechtel management and project procedures.
  • Assists development of scheduling standards and procedures. Compiles, summarizes, updates, and maintains historical schedule data. Monitors and reports the critical path and schedule performance of the total project.
  • Arranges information input into specific studies. Responsible for integration of activities and total work scope identification. Evaluates study results and recommends conclusions for project team consideration and discussion. Supervises/directs project schedule staffing and quantity reporting.
  • Responsible for preparing and presenting the Schedule Impact Report. Responsible for leading the development and review of schedule recovery plans, including evaluation of additional resources/costs required to affect such plans.
  • Performs schedule risk assessment for proposals and projects that verifies time contingency and risk to projects.
  • Takes personal responsibility to ensure your own and others’ health and safety – including those who may be affected by the delivery of this role.
  • Co‐operate  in all matters relating to health, safety and environment, including following safe working procedures at all times and not deviating from agreed safe system of work



  • Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.
  • Regional experience in planning infrastructure project with in the Middle East and Saudi Arabia.
  • Proven ability to get up to speed quickly on a new project and/or pinpointing an issue.
  • Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
  • Strong communication skills both written and with presentations. Must be able to articulate schedule issues and solutions as needed.
  •  Proficiency with multiple discipline specific software applications currently used in Bechtel (Primavera P6, Primavera Risk Analysis and Microsoft Office Applications, for example).
  •  Intermediate level of knowledge conducting Quantitative Schedule Risk Analysis.
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
  • Advocate, promote and engage Bechtel’s health, safety and environmental policies and initiatives.
  • Must be willing to travel as needed to various projects in and out of the United States.
  • Bachelor’s degree in Engineering, Construction Management, or related field.


Experience Description: 

Grade 26: 10-15 years of qualified experience in engineering and construction planning on multiple projects.

Grade 27: 15+ years of qualified experience in engineering and construction planning on multiple mega projects with supervisory experience.
