Project Summary: 

Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”    


NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of EgyptIsrael, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”  


NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.


Assignment Conditions: This position is for International Contract only.


Role Overview  

Primary responsibilities include: (1) providing GIS / BIM / PIIM support to all areas of the project; (2) developing and implementing strategies for integrating automation tools with other cross-functional tools to support data-centric execution of engineering-procurement-construction projects with sustainability and environmental data management at the center; and (3) Leading key project GIS / BIM / PIIM strategy working closely with clients and project management team. The role requires an in-depth understanding of how technology can be leveraged to help attain business objectives, and the ability to work across functions/disciplines/businesses to promote and demonstrate the value of technology. In addition to these primary responsibilities, the role entails: 


  1. Identifying and defining GIS / BIM / PIIM-related tasks, devising technical approaches and methodologies to solve these problems, and preparing scopes of work, budget and schedule for execution of the required tasks 
  2. Guiding project teams through all phases of development, including needs analysis, requirements definition, application and database design, data development, application programming, installation, quality control, user training, acceptance testing, and system rollout. 
  3. Managing GIS / BIM / PIIM and inter-operability with cross-functional data-centric work processes, procedures, and automation tools to maximize the benefits of value-proposition throughout the project lifecycle 
  4. Supports the Clients core objective No 2 in the scaling and delivery of required outputs across a delivery area 
  5. Supporting marketing and business development with clients, including providing input to proposals and making client presentations 
  6. Deploying and providing training to users globally 
  7. Perform Quality Assurance on projects to ensure deliverables meet requirements 
  8. Assist with the specification and execution planning of Supply Chain information deliverables / data required by project. 
  9. Manage the delivery and exchange of information deliverables / data to and from the Supply Chain. 
  10. Identify areas for improvement and feedback into the standards development process. 
  11. Manage and carry out the BIM audit function for the assigned contract area, supporting audits where necessary. 
  12. Promote digital transformation in all areas where greater efficiency can be gained. 


Basic Qualifications  

  • M.A. or M.S. in Geography, Computer Science, Engineering or related field 
  • 5 years of GIS / BIM / PIIM related experience including 
  • Supervising teams supporting engineering, procurement, and construction activities 
  • Integrating tools with other engineering automation tools such as Infraworks, Civil3D, AutoCAD, OpenRoads and other Autodesk/Bentley integrated solutions 
  • Developing and implementing work processes and procedures 
  • Using GIS / BIM / PIIM and related applications such as ArcGIS suite, GlobalMapper, FME, Geographic Calculator, MicroStation, and AutoCAD 
  • Using and implementing web services 
  • Deploying web-based solutions 
  • Customizing and automating tasks using scripting and programming 
  • System administration and related software and training of users 
  • Developing and managing budgets for a technology organization 
  • Understanding and awareness of the technology and toolsets required for information production 
  • particularly within the BIM and GIS technical domains.
