Project Description:

Saudi Arabian Bechtel Company will provide project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.

NEOM is a planned cross-border city in the Tabuk Province of North-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 and will extend 460 km along the coast of the Red Sea.”

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, airports, seaports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. Position Summary:

  • Sr Project Engineer - Rail will be integrated with the NEOM project team and operate as an extension of the Design Manager to support the project’s diverse and rapidly growing works. Key objectives for this role are: foster Bechtel’s Safety & Quality Culture, Vision, Values, Covenants, Sustainability, Diversity & Inclusion and work closely with the Customer and project team to understand emerging needs and provide fulfilling solutions.
  • Primary responsibilities include supervision of the design and engineering activities and staff across the NEOM (project subdivision) and is responsible for maintaining engineering process and procedures to ensure delivery of the design that fully meets customer requirements.
  • Plans and coordinates Rail engineering works across the project and has full technical responsibility for review, planning, interpreting, organizing, executing, and coordinating the engineering assignments and activities on the project/program in liaison with the Design Manager/Engineering Director. Establishes/manages the overall engineering budget, maintains ownership, and ensures execution and reviews within approved budgets with complete ownership of Trend program. Facilitate in developing engineering project schedule and manage the project/program by carrying out actions to prioritize and re-schedule the engineering deliverables.

A. Supervision Received

  • Receives administrative supervision from the Design Manager/Engineering Director in terms of broad general objectives and limits.

B. Supervision Exercised

  • Exercises full direction over assigned Engineers, Engineering Supervisors and Project Engineers.

C. Contacts

  • Participates in contacts with the client on matters relating to project engineering performance, progress and quality.
  • Participates, as appropriate, in contacts with prospective and present clients to help develop new business for the global business unit.


Essential Job Duties

  • Establishes the Engineering execution plan that ensures: the project/program is executed in accordance with Engineering Department Procedures; Technical Risk Assessments are comprehensive and complete; Safety Practices and Sustainability initiatives are implemented; and statutory and company specific design reviews are undertaken and are in accordance with quality assurance (QA) procedures.
  • Supports the management of all Rail System interfaces, ensuring the interface management process is followed with the identification of interfaces by the BEC and subsequent design and delivery contractors.
  • Supports an integrated organizational structure, including off-project functional and specialist support.  Supports and communicates roles, responsibilities and authorities to project team members/partners to ensure project completion in a safe manner, within budget, on schedule, and in conformance with the project requirements, appropriate standards, specifications and applicable regulatory requirements.  
  • Directs and provides technical and administrative guidance to assigned Project and/or discipline Engineers in the management of engineering projects by design and construct contractors and technical service providers
  • Reviews major changes or deviations in project scope, project material quantities, budget or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.
  • Providing inputs into the common NEOM Projects risk register and participating in its regular review and during the life of the project.
  • Monitors the use of available engineering computer programs, technical advances and engineering management control techniques on the projects assigned.
  • Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program.


Skills and Qualifications:

  • A recognized degree in Civil engineering or a scientific discipline from an accredited college or university, having at least 15 years of relevant working experience.
  • A professional license from a recognized licensing board.
  • Demonstrable Rail infrastructure design experience, including supervision of High Speed, Freight and mass transit projects.
  • Experience in engineering disciplines, ideally with involvement in design and construction projects across multidiscipline areas.
  • Successful Interface Management track record on a major multidisciplinary rail project.
  • Thorough knowledge of discipline engineering techniques, the design of engineered systems, and engineering and design calculations.
  • Experience of progressive assurance and the management of technical assurance
  • Experience and understanding of Rail and Rail System interfaces
  • Knowledge of Requirements Management and associated tools.
  • Broad knowledge of precedents in the rail industry.
  • Ability to effectively organize and staff a project team in a matrix organization and capable of dealing and interacting with challenging people and situations.
  • A recognized leader who demonstrates accountability.
  • Broad knowledge of personnel administration practices and policies.
  • Excellent leadership, communications and interpersonal skills.
