Project Description:

NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”    


NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of EgyptIsrael, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”  


NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.


Assignment Conditions: International Contract Position; rotation at 6 and 12 months. Single Status Camp living.


Job Summary:

Develops and supervises the implementation of Project System Safety Program/Plan in accordance with the ES&H Core Processes, applicable governmental regulations/requirements, and client requirements. Develops and implements project specific safety design criteria and specifications in coordination with engineering. Performs and/or facilitates various hazard analysis efforts required by the design and service requirements of the project/process.


Job Responsibilities:

  • Provides technical assistance/guidance to engineering, construction, and startup regarding operability safety.
  • Develops and supervises the implementation of the Project System Safety Plan for a specific project or facility in accordance with the ES&H Procedures and Core Processes, client and/or host country requirements, and applicable government regulations/requirements.
  • Develops, reviews, edits and supervises the maintenance of the project ES&H databases for Hazard Tracking and Corrective Action Tracking.
  • Develops, analyzes, and integrates process safety information into studies and reports.
  • Interacts with design, engineering, construction, and operations personnel to identify causal factors and develops recommendations to mitigate identified hazards and risks associated with project operations, equipment, software and/or facilities.
  • Performs advanced predictive assessments and hazard analyses of subsystem and system hardware, processes, equipment, software, and logic for project or facility operations.
  • Supervises and conducts activities to confirm issue/hazard resolution for closure of risk reduction activities.
  • Coordinates the distribution of information relative to hazard identification, hazard resolution schedules, and tracks issues to closure.
  • Interacts with responsible parties to affect timely resolution of issues and to inform management if appropriate resolution is not achieved.
  • Interprets the requirements of the Bechtel Core Processes for project risk reduction applications.
  • Remains cognizant of applicable federal, state, local, and/or host country system safety regulations and requirements as they apply to projects and facilities. Disseminates information on new/revised regulations to engineering, construction, field managers and safety personnel.
  • Conducts cross-training of other personnel in professional or discipline-specific skills, techniques and procedures.
  • Implements, supervises, and conducts project awareness activities and toolbox sessions for project/facility manual/non-manual personnel as requested/
  • Interprets national and international recognized ES&H standards and applies them to projects and facilities. Integrates these standards with client and/or host country requirements.


Basic Qualifications:

  • Recognized degree in science/engineering from an accredited college or university.
  • Typically possesses certification in Systems Safety specialty from a nationally or internationally recognized certifying body.
  • Experience in developing and implementing process system safety programs on projects or facilities.
  • Experience in developing and supervising the implementation of a Hazard Analysis System, Project System Safety Plan, risk assessment program and a Hazard/Mitigation Tracking System.
  • Experience in analyzing risk factors using quantification and/or qualification techniques.


Minimum Qualifications::

  • Working knowledge of governmental standards, rules, and regulations, and experience in applying them on projects or facilities.
  • Knowledge of technical vocabularies and terminology common to system safety, industrial hygiene, health physics, safety engineering, and environmental compliance.
  • Knowledge of database applications to process system safety programs.
  • Ability to integrate Bechtel risk assessment/reduction processes into project-specific applications; ability to develop, analyze and integrate information into studies and reports.
  • Advanced knowledge of software applications especially tracking and reporting applications, creating spreadsheets with mathematical functions, and developing presentations and reports.
  • Excellent written and oral communications skills.



A. Supervision Received

  • Reports to and receives technical direction and functional supervision from the Project ES&H Manager or as directed by the global business unit (GBU) Safety Services Manager/ES&H Manager.
  • Obtains operational information from the site manager, project manager, and/or design and engineering manager as required to define system safety needs and/or deliverables.

B. Supervision Exercised

  • Provides technical direction and functional supervision to personnel involved in hazard and operability analysis/studies.
  • Oversees the database administrator responsible for input to the Hazard Tracking and Integrated Corrective Action Tracking System databases.
  • Provides technical and operational guidance for process, design, and operations personnel relative to risk mitigation techniques.

C. Contacts

  • Maintains frequent communications with representatives of Bechtel design team members to obtain and exchange information on design progress/revision/development, risk assessments and hazard mitigation.
  • Maintains frequent contact with project quality, environmental, safety and health personnel to ensure the effective utilization of the project hazard tracking systems.
  • Maintains frequent contact with the relevant operations and construction personnel to follow and track progress to issue resolution within the prescribed time period.
  • Maintains contacts and remains current with developments in the system safety field.
  • Maintains close contact with customer process safety personnel to ensure understanding of operational philosophy for new and/or existing operations/facilities.
