Project Overview:

Saudi Arabian Bechtel Company is providing Project Management Consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.” NEOM is a planned city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in ground-breaking ways.

Job Summary:

Primary responsibilities will include the responsibility for cost control and estimating activities and analysis of cost data on their assigned project.

Major Responsibilities:

  • Provide comments and recommendations for cost engineering activities. Preparation of detailed staffing plans for cost engineering activities. Review of design scope criteria and quantities for completeness and reasonableness, and coordination with the project to develop additional estimating bases when information is incomplete. Establishing the conceptual scope of studies when definition is not available. 
  • Review or assist in reviewing proposal provisions related to cost engineering and material control and development of supporting data for contract negotiations. Obtain vendor information to update the cost data file and the application of material unit rates to quantities and maintenance of the cost data files. 
  • Interface with designated Bechtel management and client counterparts for specific cost presentations. 
  • Participate in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices. 
  • Conduct personnel performance reviews when delegated. Interview candidates and makes recommendations for employment decisions. 
  • Supervise the collection, verification, and integration of work scope for all entities into a total project plan. Supervise the timely preparation of cost estimates. Prepare and examines comparisons of scope, quantities, and cost data between the projects. Perform productivity analysis of Construction operations and verifies results. Establish productivity basis to be utilized in estimates, as developed with the concurrence of Construction. Reviews labor estimates for reasonableness. 
  • Coordinate the pricing structure or criteria that will be used by each discipline or specialty to meet the objectives of the cost estimate. Establish format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk. 

 

Education and Experience Requirements:

  • Bachelor's Degree in Quantity Surveying, Engineering, Project/Construction Management or related fields; 10 years’ proven experience in project cost control and engineering or a related area;
  • Bachelor's Degree in Quantity Surveying, Engineering, Project/Construction Management or related fields; Quantity Surveyor / Membership in professional associations e.g. AACE, RICS or similar (advantage).

Required Knowledge and Skills:

The applicant will have solid experience in engineering and construction management customarily acquired over time through specialized instruction or practical experience. commercial management and cost analysis, in the field and the home office 

  • Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office. 
  • Knowledge of supervision, personnel administration, and training of technical and non-technical personnel. 
  • Statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics.  
  • Skilled in oral and written communication. 
  • Proficiency with PC operating systems, with proficiency in several basic software applications. Proficiency with multiple discipline specific software applications currently used in Bechtel (PC Works or Primavera and Microsoft Office Applications, for example). 
  • Knowledge of financial reporting systems and controller account codes, and understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data). 
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
