Project Overview:
Saudi Arabian Bechtel Company provides project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Project in the Kingdom of Saudi Arabia. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking way.
Job Summary:
Lead team(s) to manage and perform all activities associated with formation, tendering, award and administration of design build subcontracts packages for the NEOM project. Activities will include delivery of critical items required from initial project set-up, through to defining and developing a team, to establishing coordinated procedures and controls, and to management of team(s) with accountability for work product to project milestones, quality and safety standards. Significant proactive engagement required with the project management team, other departments, customers and stakeholders to enable successful alignment on systems, processes, procedures and the critical activities for project success.

Major Responsibilities:
- Engage as part of the project management senior team with the Customer to develop and align strategy, methods and controls for the safe and successful project work performance.
- Team management, guidance and development to effectively resolve change events, claims and disputes fairly including coordination with Legal as may be required.
Pre-Award
- Leads and performs the development and issuance of contracts and services agreements including the following activities such that the team:
- Assist in the preparation of tenders and procurement process in accordance with project procedures, handles tender process from beginning to end; forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals, and providing input to the recommendations for award
- Prepares and manages the preparation of contract documents for execution with Customer’s Legal Advisors.
- Prepares, maintains and manages the control of status reporting documents.
- Prepares, maintains, and manages the preparation and maintenance of registers, presentations, and correspondence.
Post-Award
- Preparation, maintaining, and implementation of Contract & Commercial Management Procedures for the administration of Contracts.
- Performs and or manages the review of Contract terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from the scope of work.
- Develops, implements, manages and or oversees appropriate mechanisms to monitor compliance with contract terms and conditions.
- Obtains and or manages the receipt all contract deliverables for timely work handover and close-out of contracts.
- Prepares, maintains, and or manages the preparation and maintenance of registers, presentations, and correspondence.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- Reports to the Commercial Director or designee and or Area Project Director or designee.
- Receives functional guidance from the responsible GBU Manager of Contracts and Procurement or designee.
- Experience in Commercial or Contracts Management on mega-projects; preference give to mega-infrastructure projects
- Over 15 years of Team Leadership
- 5+ years of experience in Saudi Arabia.
- Experience managing large teams< Must be proficient at English language; proficiency in Arabic is beneficial.
- Must have a minimum of 20 years of experience in Contracts and or Commercial Management (Contractual Requirement) with at least 10 years of supervisory experience
- Prepares and organizes meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.
- Identifies and resolves, and or oversees, the resolution of Contract claims as they develop, including engagement of corporate legal department where necessary.
- Team player that can direct and receive guidance and feedback and is able to perform the work as well as manage/lead the performance of the work.
