Project Overview:

Saudi Arabian Bechtel Company will provide project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate and commercialize new technologies and enterprises in ground-breaking ways.

Job Summary:

Lead team(s) on a portfolio of multi-billion dollar roads projects. Manage and perform all activities associated with formation tendering, award and administration of complex contract packages for the Neom project. Activities will include delivery of critical items required from initial project area set-up, through to defining and developing a team, to both direct activities and management of team(s) with accountability for work product to project milestones, quality and safety standards. Significant proactive engagement required with the project management team, other departments, customers and stakeholder to enable successful alignment on systems, processes, procedures, procedures and the critical activities for project success.

 

Job Dimensions:

  • Engage as part of the project contract management team with the Customer to develop and align strategy, methods and controls for the safe and successful project performance.
  • Team management, guidance and development to effectively resolve change events, claims and disputes fairly, including coordination with Legal and various customer stakeholders as may be required.
  • Team player that can direct, receive guidance and feedback, and is able to perform the work as well as lead others.
  • Reports to the Commercial Director or designee and or Area Project Director or designee.
  • Receives functional guidance from the responsible Manager of Contracts and Procurement or designee.

Major Responsibilities:

Pre-Award:
Leads and performs the development and issuance of contracts and services agreements including the following activities:

  • In accordance with project procedures, handles tender process from beginning to end, forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals, and providing input to the recommendations for award complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.
  • Prepares and manages the preparation of contract documents for execution with Customer's Legal Advisors.
  • Prepares, maintains and manages the controls of status reporting documents.
  • Prepares, maintains, and manages the preparation and maintenance of registers, presentations, and correspondence.
  • Performs other pre-award duties as assigned.

 

Post-Award:

  • Preparation, maintaining, and implementation of Contract & Commercial Management Procedures for the administration of Contracts.
  • Develops, implements, manages and or oversees appropriate mechanisms to monitor compliance with contract terms and conditions.
  • Identifies and resolves, and or oversees, the resolution of Contract claims as they develop, including engagement of corporate legal department where necessary.
  • Obtains and or manages the receipt all contract deliverables for timely work handover and close-out of contracts.
  • Prepares, maintains, and or manages the control of status reporting documents.
  • Prepares, maintains, and or manages the preparation and maintenance of registers, presentations, and correspondence.
  • Performs other post-award duties as assigned.

Education and Experience Requirements:

  • Minimum of 20 years of experience in Contracts and or Commercial roles.
  • Degree in Business, Quantity Surveying, Law or Engineering desirable.
  • Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Demonstrated leadership and teamwork capabilities suitable for managing a workforce of many nationalities and backgrounds.

Required Knowledge and Skills:

  • Contracts and or/commercial management experience on complex motorway projects in the UK, Europe and or USA preferred.
  • Must be proficient at English language; proficiency in Arabic is beneficial.
  • Experience in the Middle East on similar projects preferred.
  • Extensive skill in working and informing effectively, both orally and in writing, with other project functional groups, Customers and Stakeholders.
