NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.”

Detailed Job Description

Summary:

Seeking candidates experienced with procurement and delivery of rolling stock and rail systems, such as mass transit, freight rail, commuter rail, and high-speed rail. 

 

Lead team(s) to manage and perform all activities associated with formation, tendering, award, and administration of major railway contract packages including delivery, operations, and maintenance. Activities will include delivery of critical items required from initial project set-up, through to defining and developing a team, to establishing coordinated procedures and controls, and to the management of team(s) with accountability for work product to project milestones, quality, and safety standards. Significant proactive engagement is required with the project management team, customer project team, other customer stakeholders, and external stakeholders to enable successful alignment on systems, processes, procedures, and the critical activities for project success.

 

Job Dimensions:

1.    Engage as part of the project management senior team and Customer to develop and align strategy, methods, and controls for the safe and successful project work performance 

2.    Develop procurement strategy for the major new build rail network.

3.    Team management, guidance, and development to effectively resolve change events, claims, and disputes fairly including coordination with Legal as may be required.

4.    Team player that can direct and receive guidance and feedback.

5.    Reports to the Commercial Director and/or Project Director.

6.    Receives functional guidance from the responsible GBU Manager of Contracts and Procurement.

 

Job Duties:

Pre-Award

Leads the development and issuance of contracts and services agreements including the following activities such that the team:

a)   In accordance with NEOM project procedures, work with NEOM team to deliver tender process from beginning to end; forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals, and providing recommendations for award

b)   Develop procurement strategy for major rail procurement with consideration of finance opportunities.

c)    Prepares and organizes meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters. 

d)   Prepares contract documents for execution with Customer’s Legal team.

e)   Prepares and maintains control and status reporting documents.

 

Post-Award

Leads contracts and commercial teams and is responsible for:

a)   The implementation of Contract & Commercial Management Procedures for the administration of the Contract.

b)   The review of Contract general terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from the scope of work. 

c)    The development and management of appropriate mechanisms to monitor compliance with contract terms and conditions.

d)   Identification and resolution of Contract claims as they develop, including engagement of corporate legal department where necessary.

e)   Obtaining all contract deliverables for timely work handover and close-out of contracts.

 

Qualifications/Experience

Essential Skills:

  • Degree in Business, Quantity Surveying, Law or Engineering desirable.
  • Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Demonstrated leadership and teamwork capabilities suitable for managing a workforce of many nationalities and backgrounds.
  • Direct experience interviewing / personnel selection, salary planning, performance evaluations, career counseling and resource allocation.
  • Extensive skill in working and communicating effectively, both orally and in writing, with other project functional groups, Customers and Stakeholders.
  • Minimum 20+ years’ experience in Commercial or Contracts Management of projects (including rail) to mega-project size.

 

Preferred Skills:

  • Team Leadership of 10+ years
  • Experience of contract finance options.
  • Experience in Middle East / Saudi Arabia
  • Arabic Language, Managing Large Teams, etc.

  • Living and Working on the NEOM Project is a single status assignment condition located in Sharma, KSA with camp accommodation (Meals and Laundry Services provided).
