NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”    


NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of EgyptIsrael, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”  


NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.


Note: This position will be seconded in to the client organization.


Role Purpose

Manage the schedule of asset brief activities to ensure that all assets are being developed in an optimized manner and are aligned with overall NEOM objectives.


Key Responsibilities

  • Develop planning and scheduling requirements and breakdowns related to internal Facility Planning activities.
  • Monitor and optimize Level 1 integrated schedule for assets within various regions and masterplans.
  • Create and review baselines, recovery/revised and updated periodic schedules.
  • Develop, monitor, and provide Level 3 reporting on asset briefs and their associated development.
  • Develop, monitor, and update a Level 5 schedule for internal department activities and milestones that contribute towards the successful operations of the group.
  • Plans, organizes, and supervises schedule resource loading and leveling for internal department activities..
  • Interfaces with designated NEOM management for specific planning and scheduling tasks.
  • Plans and supervises the effort to establish milestones for the department.
  • Identify and predict the critical path in the project to highlight potential bottleneck
  • Responsible for total integration of schedule activities.
  • Identifies schedule considerations and problems resulting from interdisciplinary or group restraints and interfaces.
  • Supervises asset schedule analysis and studies of problem areas to determine criticality of schedule activities.
  • Recommends alternatives for schedule improvement to project team for discussion and/or decision.
  • Responsible for integration of activities and total work scope identification.
  • Evaluates study results and recommends conclusions for project team consideration and discussion.
  • Prepares and presents the Schedule Impact Report. Leads the development and review of schedule recovery plans, including evaluation of additional resources/costs required to affect such plans.
  • Prepares and presents planning and scheduling information to management.


Knowledge, Skills and Experience

  • 10 to 15 years project controls (planning and scheduling) experience with reputable engineering, construction, asset owner, and project management companies.
  • Experience and demonstrated skill in, planning, and scheduling functions, including schedule development, control, and analysis.
  • Experience optimizing simultaneous project plans at a master level.
  • Demonstrated ability to present planning and scheduling information to management.
  • Proficient in Microsoft Project, Primavera P6, and other related scheduling software.
  • Capability to develop and monitor up to a Level 5 Schedule and ability to develop a work breakdown structure suitable for the business needs of the department.
  • Proficient in Microsoft Suite, SAP, Aconex, and working knowledge of BIM, and GIS.
  • Ability to lead and mange contractors, schedulers, and planners.
  • Ability to work within an integrated and diverse organization.
  • Skilled in oral and written communication.
  • Bachelor’s degree in Engineering, Construction Management.
  • Masters degree in engineering, architecture, or management is a plus
  • Professional certifications in planning, project management, or engineering is a plus
