Project Description:

NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”    


NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of EgyptIsrael, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”  


NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.


General Job Description:

Director of Rail System and Integration works, necessary to achieve the applicable project and code requirements. Working closely with civil works Design Centers, the candidate will facilitate and drive to resolution critical issues hindering the progress of the design and the full integration on its interfaces. In doing so, the candidate is expected to coordinate with all relevant parties within NEOM as well as external partners such as equipment suppliers, pertinent authorities, and the Client’s representative. When applicable, the position holder supports and facilitates integration issues with Transit Systems related to rolling stock, electrification, signaling, communication, or other.


Position Duties/Responsibilities:

  • Drives and facilitates the integration activities of the systems engineering process within work packages (e.g. Stations, Tunnels, Viaducts, etc.) and between Civil and Transit Systems;
  • Participates in systems engineering design activities to ensure successful integration between design & construction packages and proactively addresses issues;
  • Supports the NEOM Interface Management process and plays a key role in the resolution of Interface Control Forms between the relevant parties;
  • Works closely with the Assurance team in ensuring project targets for system safety and RAM are accounted for and met in the design;
  • Assesses compliance of the work with Employer requirements and applicable standards/codes and raises awareness on potential deviations;
  • Provides regular reports on progress to the Senior Project Directors and escalates issues in a timely manner;
  • Presents the status on key issues to the Client’s representative and drives actions to closure;
  • Within the scope of the role, assist in reviews and ensure compliance with all relevant engineering project plans;
  • During the construction phase help to coordinate changes coming from the field and ensure analysis is conducted to assess impact of changes (schedule, re-design, impact on maintainability).


Position Skills:

  • Experienced in leading the integration of systems and infrastructure across large complex multidisciplinary and multinational projects;
  • Knowledge of applicable Engineering and Construction Standard Work Processes/Procedures as well as relevant procedures and guidelines;
  • Exceptional leadership and communication skills. Can understand and explain complex interface issues in plain simple English and drive resolution; 
  • Experienced in the management of teams and coordination of tasks to a defined plan with deadlines and clear deliverables;
  • Problem solver; motivated and driven to resolve issues with little supervision;
  • Flexibility and ability to work on several tasks simultaneously and in an organized manner.



  • Civil, Mechanical or Electrical Engineering Bachelor’s Degree (or equivalent);
  • Substantial relevant experience preferably in major rail and infrastructure projects;
  • Appropriate Project Management Accreditation is a preferred requirement for of this position;
  • Membership of relevant engineering institution if applicable.
