Project Description:

NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”    

 

NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

 

SUMMARY:

The Project Manager Depot will be assigned to the Bechtel EPM organization, responsible for Managing all aspects of the project depot scope from design constructability, design interfaces and execution of the works, including setting up the project strategy for the procurement of subcontracts.

Implement ES&H and Quality programs and standards of consistency across the project whilst maintaining effective relationships when interfacing with stakeholders and general public.

The position demands solid knowledge of the overall function and its application. Plan and implement a variety of management processes in the projects and monitor the project progress along the way in an efficient, timely, and cost-effective manner.

  • Knowledge and experience in Project Execution Plan development and implementation.
  • Knowledge and experience in contracts/subcontracts formulation, risk analysis, negotiations, and implementation including:
  • Change control and documentation management
  • Cost trend program and its linkage to change control
  • Knowledge of cross functional work processes and interface knowledge, especially Project Controls, Supply Chain management, Quality management and the ability to manage the relationships/interfaces with management and functional groups
  • Lead, motivate and manage a team of Construction Managers, Assistant Construction Managers and/ or Construction Management
  • Assistants. Act as a role-model for the team in terms of behaviors and values.
  • Undertake the detailed planning of resources so that there is appropriate construction management support to the portfolio of works. This may require the utilization and management of internal or external specialist support.
  • Determine implementation strategies for construction management processes and have these implemented effectively so compliance is achieved.
  • Drive consistency in the approach taken to construction management, implementation of processes and the management of the supply-chain.
  • Arrange for construction management input to the portfolio of works, particularly advice regarding construction/ implementation/ constructability, attendance at pre-possession planning meetings, construction/ implementation reviews and NEOM client meetings. Decide for suitable inspections/ audits and verify that they are being undertaken at appropriate frequencies for the portfolio of works regarding safety, quality, environment, sustainability, engineering/ design compliance, functionality, and commissioning. Arrange for the keeping of suitable records for the portfolio of works and that information regarding construction management is being informed to the project team in a timely and effective manner.
  • For the portfolio of works to have a robust process whereby issues are identified on site, and reported to the project teams, that may result in cost variation and that assistance is provided for the valuation of these variations.
  • Undertake a 'trouble-shooter' role when significant issues are encountered with construction management within the portfolio of works to facilitate the timely and effective resolution of the issues.
  • Collate and disseminate best practice and successful innovation within the organization.
  • Apply a 'continuous improvement' approach to construction management. Identify areas to be targeted for improvement and implement the changes necessary to deliver these improvements.
  • Accountable for the overall implementation of the construction management strategy to the portfolio of projects being undertaken

 

Qualifications, Experience, Job Knowledge and Skill set Requirements: 

  • A recognized bachelor’s or master’s degree in Civil /Structural or any discipline in Engineering (or international equivalent).
  • Leadership: 20+ years' experience in complex rail infrastructure including depots and station structures and track installation projects (preference for Middle East and in KSA experience) with a proven record of delivering project excellence in direct project manager role. 25 years of relevant experience in lieu of a degree.
  • Minimum 10 years of progressive experience in large industrial / infrastructure projects with supervisory / managerial experience in leadership roles like Project Field Engineer, Project Superintendent, Construction Manager or Site Manager
  • Management: Experience of direct professional oversight of the following functional areas: Engineering, Construction, Project Controls (Cost, Schedule, Scope, Trends); Environment, Safety & Health; Risk Management; Contracts & Procurement; Financial management; Quality Control and Six Sigma.
  • Communication: Excellent verbal and written communication skills. Extensive experience of working internationally at ministerial level. A record of close engagement with utility providers and wider commercial and public sector stakeholders. High degree of communication and interpersonal skills to maintain a positive work environment between all parties including the Client, Contractors, and other stakeholders throughout the project life cycle.
  • Development: A proven record of instituting project continuous improvement.
  • Has experience in all aspects of project management and project control activities.
  • Knowledge of industry, technology, and EPC work processes, including knowledge of Civil works, MEP building, slab tracks, equipment, and systems. 
  • Experience with lump sum and reimbursable projects.
