NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”   

 

NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.”

It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. Role Overview  

NEOM Project Controls Manager primary responsibilities include: (1) Managing project team through cost engineering, cost estimating, cost analysis/control, and planning/scheduling activities (2) Functional responsibility for providing innovative solutions to cost engineering and planning/scheduling problems (3) Understanding and integrating quality of procedures. In addition to these primary responsibilities, the role will require the candidate to: 

  • Partner with client to implement reform and help manage internal challenges 
  • Design and implement customized solutions to transform current practices on a functional level 
  • Provide technical direction, development, training and mentoring to project team and client. 
  • Manage complex organizational interactions that evolve from client-established relationships. 
  • Influence others using advocacy, inquiry and dialogue, and lean on your existing client network. 
  • Provide suggestions on and influencing communication channels and rollout methods 
  • Direct quality activities and their effective implementation to ensure the program’s goals and objectives are met. 
  • Develop an auditing and monitoring program to verify the effectiveness of the model and enable the timely mitigation of technical and program risks. 
  • Conduct periodic stakeholder meetings consistent with the communication plan to promote and facilitate communication, review progress / performance. Discuss issues and facilitate problem resolution. 
  • Develops communication plan to ensure effective communications between stakeholders. 

 

Basic Qualifications  

Preferred candidates will have bachelors of Science in Business, Finance/Accounting, Engineering, Construction Management or a Masters with at least 20 years progressive related experience in two or more of the following functions: business management, project management and change management. Thorough knowledge of and demonstrated experience in directing planning and scheduling functions, including schedule development, control, and analysis. Experience and demonstrated skill in establishing criteria for Project Controls activities.

  • Demonstrated experience, expertise and performance in change management and process design. 
  • Experience of delivering organizational transformation

  • Requires demonstrated skill in using independent judgement to achieve assigned responsibilities

  • Skill in defining and collecting metrics to gauge program progression 
  • Ability to communicate clearly and concisely both in written and oral communications. 
  • Skilled in delivering results through influence and persuasion. 
  • Ability to plan, organize, lead and monitor a wide variety of team efforts to their successful conclusions 
  • Demonstrated skill in identifying, analyzing and solving problems. 
  • Working experience in continuous improvement methodologies and governance models. 
  • Strong ability to develop a clear point of view supported by data and analysis and can sell ideas to others. 
  • Ability to conduct effective meetings.
