Saudi Arabian Bechtel Company provides project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea. In addition to the NEOM project Bechtel is also the PMC overseeing the build of Trojena. TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. The staffing plans for these two mega projects requires several thousand highly skilled professionals spanning all disciplines of a construction project. Engineering, Project Controls, Construction, Contracts, Procurement, Finance and HR to name a few Functions requiring staff. Bechtel's unique project management abilities are world renowned and require each candidate is vetted through a functional manager skilled in their specific discipline. The functional manager is responsible for ensuring standard hiring and selection processes are in place, selection of qualified candidates, onboarding and training and development which meet the Bechtel standards.

 

The Project Controls Functional Manager is responsible for on-project functional activities to support the project’s strategic goals and Bechtel colleagues assigned to the project.

 

Typical Responsibilities

  • Leads staffing of project positions on project through internal/external hiring process
  • Supports onboarding activities
  • Provides support through career development conversations and mentoring
  • Supports annual performance and compensation reviews
  • Provides consultation, technical direction and administrative guidance to staff on project, guides and directs support groups
  • Reviews project plans, standard engineering details and specifications for constructability and conformance to regulatory requirements
  • Reviews the preparation of field manuals, construction standards and construction guidelines
  • Sponsors and supports the automation development programs related to work execution
  • Develops and implements training for construction team, including technical and supervisory
  • Maintains common guidelines and procedures for effective quality assurance / quality control programs Interaction
  • Regularly interacts and partners with senior management or executive levels on matters concerning several functional areas and/or customers
  • Requires the ability to change the thinking of or gain acceptance from others in sensitive situations, without damage to the relationship
  • Develop and Implement Project Controls Learning and Development Workshops and Classes

 

Scope of Leadership

  • Responsible for staffing decisions, performance appraisals and pay reviews
  • Makes decisions based on business objectives and allocated
  • Demonstrates understanding and commitment to Bechtel Vision, Values, and Covenants
  • Communicates effectively with the team and other project stakeholders
  • Establishes overall onboarding and training specifications for on project controls professionals

 

Preferred Skills and Qualifications

  •  A bachelor’s or master’s degree (or international equivalent) and a minimum of 20 years of relevant experience.
  •  Knowledge of project controls processes and procedures
  •  Flexibility to work in a dynamic environment with changeable requirements
  •  Ability to work independently
  •  Familiar with the basic HR processes and procedures and able to liaise and work with the HR team
  • Excellent oral and written communication 
  • Good organizational and time management skills
  • Previous instructor experience preferred
  • A transferable KSA Iqama is an advantage

 

This position is located in the Kingdom of Saudi Arabia at the project site in Sharma, KSA. Employees are based in a modern camp located on the coast of the Red Sea, Sharma, KSA with flexible rotation schedules.
