Project Overview

Saudi Arabian Bechtel Company will provide project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. 

 

NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi.) and will extend 460 km along the coast of the Red Sea.

 

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate and commercialize new technologies and enterprises in groundbreaking ways.

 

Position Summary

To achieve success, the ambitious scope, scale and complexity of the NEOM project will require effective and innovative commercial management.  We are looking for talented and creative people, interested and experienced in implementing strategies for contractual issues and commercial challenges to be addressed as this fascinating project takes shape.

 

The Prime Contracts Manager will help the Senior Prime Contract Manager and Commercial Director with administration and management of the Prime Contract Agreement between Client and Bechtel for the NEOM project.  Helps implementation of the Prime Contract Management Program and development of the prime contracts administration procedures.  Facilitates training and supervision of prime contracts/administrative personnel helping prime contract administration and claims identification.

 

Responsibilities:

  • Participate in Prime Contract Formation as assigned.
  • Participates with the identification of the prime contract baseline, including terms and conditions, specifications, drawings, estimate, proposal, schedule and other documents incorporated in the contract.
  • Identify areas of risk and opportunity for risk due to ambiguities, omissions, and conflicts in the contents of documents relative to the contract (bid, proposal, proposal package, etc.) Prepare a risk mitigation plan with the project team and manage the plan’s execution.
  • Responsible for the development and implementation of the Contract Management Program for the project consistent with the practices and procedures set forth in the Prime Contracts Management Manual, including the Prime Contract Responsibility Management Matrix and the Prime Contract Action/Notice/Liability Containment/Flowdown Matrix.
  • Establish a Project Prime Contract Change Management Procedure, incorporating the Pending Item Program, to provide a methodology to identify changes, quantify the additional time and compensation due Bechtel per the contract, define approval requirements and communicate changes to the Client.
  • Coordinate with other project team members to identify Client-related actions or inactions which result in constructive contract changes.  Recommend and implement actions to document and request the additional compensation or time due Bechtel.
  • Prepare change orders to the Contract and develop the negotiation strategy and help/conduct negotiations,
  • Participate in project related meetings, work closely with Construction, Engineering, Procurement, and Project Controls, and review project financial data to:
  • Ensure awareness of all project activities that may affect the prime contract;
  • Identify opportunities for revenue enhancement, schedule relief and claim avoidance;
  • Take appropriate actions to protect Bechtel’s interest and/or improve project performance; and
  • Ensure compliance with prime contract terms and conditions.
  • Develop a program to identify and prepare claims as they arise and coordinate the efforts to negotiate and resolve claims with the Claims Group and Legal Department.
  • Responsible for ensuring prime contract insurance provisions are adhered to and coordinates with Risk Management personnel regarding occurrences that may be covered by Client or Bechtel provided insurance.
  • Facilitate handling of the prime contract closeout requirements.
  • Manage personnel assigned to the project Prime Contracts organization.
  • Coordinate the development and delivery of ongoing project training to address prime contract management principles and identification, preparation, and resolution of claims.

 

Qualifications and Skills:

Basic Qualifications

  • Degree in Business, Quantity Surveying, Law, Engineering, Construction Management, Cost Engineering (or equivalent experience) desirable.
  • Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Thorough knowledge prime contract administration office and field procedures and documents relating to major infrastructure/construction projects.
  • Direct experience in managing workload distribution and execution of the work as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counseling, transfers and terminations.
  • Knowledge of when to engage legal counsel.
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.

 

Salary Addendum

Grade 26

  • Courses or experience in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Capable of administering a cost reimbursable contract on a medium risk project, typically when assigned as the only Prime Contract Administrator, or assists the Prime Contracts Manager in managing a high risk project.
  • Considered highly skilled and proficient in discipline, with intermediate level skills, knowledge and experience in contract administration/management.
  • Minimal supervision with wide latitude for independent judgment.
  • Typically requires a bachelor's degree (or international equivalent) in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering and 5 to 7 years of relevant experience or 9 to 11 years of relevant work experience.  

 

Grade 27

  • Courses or experience in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Thorough knowledge of prime contract administration office and field procedures and documents relating to a construction project.
  • Assigned to cost reimbursable contracts of medium to high risk with incentive fees tied to price, schedule or performance, or to fixed price contracts of medium risk, or part of a team on fixed price high risk / highly complex project.
  • Recognized as an advanced individual contributor with specialized skill set, including extensive knowledge of contract administration/management, with experience in claims and resolution of commercial issues.
  • Works without supervision. Extensive latitude for independent judgment.
  • Typically requires a bachelor's or master's degree (or international equivalent) in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering and 8 to 11 years of relevant experience or 12 to 14 years of relevant work experience.
