Saudi Arabian Bechtel Company will provide project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.

NEOM is a planned cross-border city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.

Detailed Job Description


The Senior Engineer, with a solid knowledge and hands-on experience in the utilization of Fiber Reinforced Polymers (FRP) products/applications/solutions in construction, is an important member of the project’s Key Materials Transformation Program, which is tasked with minimizing the usage and carbon footprint of key construction materials on the NEOM project, while incorporating recycled materials where technically and economically feasible, and vetting promising technologies of the same objective.  The Senior Engineer will assist in developing and implementing a strategy to accomplish these goals relative to project-wide FRP applications in construction, including but not limited to, buildings, structures, reinforced concrete and roads/paving. This role is in support of the NEOM Design and Construction Innovation team and will report day to day to the NEOM EPM Sustainability Manager.

Job Duties:

  • Engage with the NEOM project team and its design partners to determine and identify FRP requirements, material-wise advantageous, standards, and local suitability
  • Engage with the FRP supply chain to assess regional and local practices as well as product -material availability, including opportunities for the use of recycled “plastics”.
  • Identify and assess opportunities to reduce the expected carbon footprint of NEOM construction through standard and innovative FRP materials/designs, and increased use of recycled “plastic” materials.
  • Determine volumes, end-use cases for the various types of FRP products/applications/solutions
  • Determine supply-chain and envisaged physical footprint, required technology and implementation plan
  • Assist in producing tender specifications to attract investors/operators
  • Coordinate and collaborate the effort with FRP Subject Matter Experts, NEOM stakeholders and local companies to come to a result
  • Assist in defining Employer requirements and standards to be applied to successfully utilize FRP
  • Assist in creating training program to promote and increase understanding/awareness and appreciation for using FRP over traditional materials.
  • Assist in developing business cases for standard and innovative FRP products/solutions implementation on the NEOM project in partnership with the local/regional supply chain and R&D centres  
  • Assist the NEOM project team in the development of a strategy for implementing innovative FRP product/solutions in construction.
  • Assist in developing a Quality Control Plan (Inspection & Testing and Monitoring) for construction program.
  • Identify risks and maintain Risk register associated with the implementation of FRP products/solutions from initiative to client acceptance, and through the full product/solution life cycle
  • Provide technical and administrative guidance to assigned team members, including consultants, in the management of the relevant activities.

Essential Technical Skills:

  • Bachelor’s Degree in structural, mechanical, chemical engineering or equivalent from an accredited university required.
  • Minimum of 12 years progressive experience in FRP products/applications/solutions, including but not limited to design, procurement and construction.
  • Working knowledge of FRP technology, including
    • Constitutive Materials
    • Manufacturing processes
    • Plant processes, including storing, proportioning, and mixing
    • Material properties and quality control
    • Performance and durability
  • Working knowledge of international codes standards and codes (C&S), including but not limited to C&S pertaining to FRP product/solutions.
  • Experience estimating all aspects of FRP applications, including preparation of life-cycle cost analysis. Good knowledge of international Codes & standards, including but not limited to C&S pertaining to FRP
  • Familiarity with the latest FRP product and application innovations and industry trends, the use of recycled “plastics” and design/construction innovations
  • Strong English language communication and report writing skills.
  • Proficient in the use of the Microsoft Office suite of software.

  • Industry or academic experience and be looking to broaden their planning and technical skillset within the KSA NEOM context.
  • Able to identify and solve problems, ask questions to understand the needs and requirements of the client, and other relevant entities in order to provide planning advice, and feasible technical solutions in a multi-stakeholder context.
  • Able to work within a multi-cultural team and manage challenging multi-cultural relationships across a range of entities.
  • Self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
  • Flexible and adapt to working in a demanding Project Management Organization (PMO) environment, including the need to travel and work remotely if / when required.

Preferred Technical Skills:

  • Advanced degree(s) or similar post-graduate education with emphasis in “FRP” products and applications and sustainability strongly preferred.
  • Basic knowledge of Additive Manufacturing and Nano based technologies
  • Ability to prepare clear strategic planning procedures and user-friendly templates to assist entities in undertaking forward, strategic planning.
  • Good knowledge and familiarity with Saudi Building Code and KSA engineering, procurement & construction practice  
  • Relevant experience in the KSA and a sound understanding of the cultural norms and requirements of the region.

Living Conditions:

Living and Working on the NEOM Project is a single status assignment condition located in Sharma, KSA with camp accommodation (Meals and Laundry Services provided). Rotational Leave is 2 weeks off after 8 weeks worked with provided allowances for airfare and enroute expenses. Due to COVID 19 challenges during the start-up of the project special flights and quarantine accommodations will be provided as required by local regulations.
