Saudi Arabian Bechtel Company provides project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.

NEOM is a planned cross-border city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.”

Detailed Job Description


The Senior Asphalt Engineer is an important member of the project’s Key Materials Transformation Program, which is tasked with minimizing the usage and carbon footprint of concrete and asphalt on the NEOM project while incorporating recycled materials where economically feasible.  The Senior Asphalt Engineer will assist in developing and implementing a strategy to accomplish these goals relative to project-wide asphalt construction. This role is in support of the NEOM Design and Construction Innovations team and will report day to day to the NEOM EPM Sustainability Manager.

Job Duties:

  • Engage with the NEOM project team and its design partners to determine the applicable asphalt requirements, standards, and needs.
  • Engage with the asphalt pavement supply chain to assess regional and local practices as well as material availability, including opportunities for the use of recycled materials.
  • Identify and assess opportunities to reduce the expected carbon footprint of NEOM asphalt pavements through reduced usage, increased durability, lower temperatures, innovative materials/mix designs, and increased use of recycled materials.
  • Develop a business case for transforming asphalt construction on the NEOM project in partnership with the local/regional supply chain.  
  • Assist the NEOM project team in the development of a strategy for implementing innovative asphalt construction.
  • Develop a program for monitoring and evaluating the transformed asphalt construction program.
  • Provide technical and administrative guidance to assigned team members, including consultants, in the management of the relevant activities.

Essential Technical Skills:

  • Bachelor’s Degree in civil engineering or equivalent from an accredited university required.
  • Minimum of 12 years progressive experience in asphalt pavement design and construction.
  • Working knowledge of asphalt pavement technology, including
    • Materials and mix design
    • Plant processes, including storing, proportioning, heating and mixing
    • Placement and compaction technologies
    • Material properties and quality control
    • Pavement performance and durability
  • Working knowledge of international standards and codes relating to pavement materials.
  • Experience estimating all aspects of asphalt paving projects, including preparation of life-cycle cost analyses.
  • Familiarity with asphalt material innovations (such as WMA, CMA, PMA, and photocatalytic sealants), the use of recycled materials (such as RAP, RAS, GTR, and recycled plastic), and design/construction innovations (such as inverted pavement, machine controls and intelligent compaction).
  • Strong English language communication and report writing skills.
  • Proficient in the use of the Microsoft Office suite of software.

  • Consultancy or academic experience and be looking to broaden their planning and technical skillset within the KSA NEOM context.
  • Able to identify and solve problems, ask questions to understand the needs and requirements of the client, and other relevant in order to provide planning advice and feasible technical solutions in a multi-stakeholder context.
  • Able to work within a multi-cultural team and manage challenging multi-cultural relationships across a range of entities.
  • Self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
  • Flexible and adapt to working in a demanding Project Management Organization (PMO) environment, including the need to travel and work remotely if / when required.

Preferred Technical Skills:

  • Advanced degree(s) or similar post-graduate education with emphasis in pavements or transportation materials strongly preferred.
  • Ability to prepare clear strategic planning procedures and user-friendly templates to assist entities in undertaking forward, strategic planning.
  • Relevant experience in the KSA and a sound understanding of the cultural norms and requirements of the region.

Living Conditions:

Living and Working on the NEOM Project is a single status assignment condition located in Sharma, KSA with camp accommodation (Meals and Laundry Services provided). Rotational Leave is 2 weeks off after 8 weeks worked with provided allowances for airfare and enroute expenses.

Due to COVID 19 challenges during the start-up of the project special flights and quarantine accommodations will be provided as required by local regulations.
