NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”    


NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of EgyptIsrael, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”  


NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.


Job Summary:

Support the management of risk within the project, through facilitate identification, assessment and management of the risks (threats and opportunities). Engage the project leadership to actively participate in the process, generating a positive risk culture with proactive action.



Assurance responsibility – Undertake all responsibilities and tasks in accordance with project charter, policies, strategies, processes, and procedures.


Health, safety, security, and environment (HSSE) – Proactive commitment to achieving zero injuries, zero incidents and zero compromise.


Job Responsibilities

  • Manage project risk through the facilitation of risk workshops at all project levels and function/task level;
  • Act as the NEOM Regional Infrastructure Projects Lead risk manager; provide all risk management support, including reporting.
  • Is in contact and supports NEOM's risk management program by communicating project risk information and engaging them when necessary on the project processes.
  • Support the Project Director in ensuring that all project team members contribute and comply with the risk management plans and procedures, and other risk specific requirements for their assigned scope of work.
  • Administer project risk register and ensure quality and accuracy of data therein; maintain, update records, and review risk team updates to ensure a high standard of risk management data.
  • Support and produces detailed project risk reports as required within the programme’s reporting cycle.
  • Support continuous improvement of risk management activities within the project team through identifying and recommending improvements for implementation.
  • Administrator for the risk tools and systems that provide the interface between project functions, Customers, and other stakeholders.
  • Facilitates the preparation of risk treatment, provides a platform to plan risk treatment.
  • Evaluate cost and schedule uncertainty to assess the risk; produce analysis and reports as necessary.
  • Carry out risk treatment planning and control activities as necessary.
  • Review and approve detailed project and programme risk reports produced by the risk team; includes monthly and ad hoc reporting.


Basic Qualifications:

  • Bachelor degree
  • Technical or Risk Management degree
  • At least 10 to 15 years of relevant project risk management experience
  • Qualifications in risk management
  • Master degree
  • Certified and member of a risk management professional body


Characteristics and attributes:

  • Sound knowledge of risk management processes and procedures
  • Experience in producing detailed programme and project level risk management reports to tight deadlines
  • Comfortable in producing high quality presentations and training sessions
  • Demonstrated experience of delivering high standard risk management function within construction or engineering industry
  • Experience in delivery and communication of risk management processes and procedures to stakeholders at all levels
  • Able to articulate schedule risk data to non-specialist audiences
  • Able to model complex cost, schedule, and risk impacts in a number of applications, commensurate to maturity of projects and programmes
