Project Overview:

Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”  NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, and Jordan. It will cover a total area of 26,50 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.” NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

Job Summary:

Working within project management consultancy environment (PMC),

Leads and manages cost estimation team.
Ensures accurate, effective and timely Capital and Operational cost estimates for all projected works at NEOM;
Coordinates and controls the management of cost estimation activities.
Development and stewardship of a corporate cost database, benchmarking and related information;
Development of datasets and systems for efficient generation of cost estimates, and;
Develops and maintains estimating procedures and ensures their compatibility with the estimating database and contracting strategy.

Major Responsibilities:

  • Leads, manages and evaluates the performance of Cost Estimation department, team members and coordinates all their work;
  • Plans and schedules Cost Estimation and related activities;
  • Develops, executes and manages Estimation methods, processes, procedures and estimation requests;
  • Oversees cost benchmarking exercises, development and maintenance of a database of all consultant, vendors, contractors and sub-contractors’ rates (with contracts, quotations and bids);
  • Reviews and endorses Company estimates for any high value contract or change order;
  • Generates, Supervises and/or Endorses Utilities and Infrastructure cost estimates.
  • Reviews and manages material take offs from design drawings as part of the cost estimation process;
  • Reviews and advises on project cost schedules to see they are in-line with Company agreed benchmarks;
  • Assures value for money on all NEOM services, Works and materials procurement;
  • Proposes and sets up Cost Estimation objectives and KPIs, and;
  • Performs any other duties related to Cost Estimation and forecasting

Education and Experience Requirements:

  • 20 years of experience
  • 15+ years’ proven experience in Cost Estimation or a related area on a large and complex project.
  • 5+ years in management position in a large and established company, and;
  • Experience in KSA/GCC region (highly recommended)
  • Strong communication, leadership, planning and organizational skills;
  • Excellent analytical skills with ability to analyze large and complex data and worksheets, and;
  • Proficiency in English (required)
  • Bachelor's Degree in Quantity Surveying, Engineering, Project/Construction Management or related fields;
  • Master’s Degree in Business Administration, Engineering, Quantity Surveying, Economics or related field (preferred), and; Chartered Quantity Surveyor / Membership in professional associations e.g. AACE, RICS or similar (advantage).

Required Knowledge and Skills:

  1. Knowledge of Project and construction market in terms of contractors, suppliers and cost management.
  2. Strong Knowledge/experience in estimation and quantity surveying;
  3. Strong knowledge of various type of estimates and methods.
  4. Strong knowledge of accounting and budgeting principles and requirements;
  5. Comprehensive knowledge of international cost management standards e.g. CSI Master Format, BCIS, GIFA;
  6. Knowledge of ASTM E2516-11 Standard Classification for Cost Estimate Classification System, AACE International Recommended Practice;
  7. Knowledge of Cost Estimation, Cost Management, Project and Document Management Software such as Aconex, OpenText, Newforma etc;
  8. Knowledge of Planning and scheduling software, like Primavera, and;
  9. Knowledge of BIM software and link to material take-off, ability to implement cost data into the 4D/5D BIM model.
