Project Overview:

NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”   

NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”  

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

Job Summary:

In this role, you will provide technical guidance to promote consistency across projects, customers, and business lines. You will provide detailed review and support to capital cost estimates, cash flow, working capital assessments, and to the preparation of estimate documentation. Your recommendations ensure accurate cost estimations and will be essential in driving project profitability and success. 

Major Responsibilities:

  • Working within project management consultancy environment (PMC),
  • Organize, present and maintain Project Estimate Plan(s) specific to major estimating efforts.
  • Develop estimate schedule of activities; identify and schedule available resources; monitor progress and oversee overall estimate development.
  • Coordinate with project representatives from multiple organizations both inside and outside the company to include client staff, Procurement, Contracts, Engineering, Project Management, Construction Management, etc.
  • Assure estimate packages are completed as per approved procedures.
  • Perform analysis on received commercial data. Prepare cost studies utilizing historical data, statistical analysis and cost and quantity comparisons, developing new techniques as required to meet specific needs.
  • Convert estimates into project budgets with execution team clearly communicating assumptions and rationale.
  • Assist projects in identifying scope deviations.
  • Analyze cost and price data from suppliers and subcontractors and internal cost and performance information with the ability to generate comparative data, historical costs and other metrics, as part of the cost and price analysis.

Education and Experience Requirements:

  • 10+ years of Estimating experience with demonstrated background as a Discipline Estimator.
  • Strong planning, analytical and computer skills.
  • Advanced understanding of Estimating core processes and procedures
  • Extensive knowledge and experience in EPC and / Or EPCM and / Or PMC estimating practices and methods, including demonstrated ability to organize, direct, perform, review and present cost estimating products with a minimum of supervision.
  • Technical and practical comprehension of engineering, procurement and construction methods and techniques.
  • Skilled in oral and written communication with demonstrated ability to present Estimating information to peers and senior management.
  • In-depth knowledge of applicable work processes and systems is desired.
  • Bachelor’s Degree in civil engineering, with accreditation to RICS, CIOB, AACE or similar Cost Estimating Institutes will be an advantage.

Required Knowledge and Skills:

  • Demonstrated advanced understanding of Estimating core processes requiring minimal direction and supervision.
  • Knowledge of EPC estimating methods, processes, and procedures, in addition to the estimate types, classifications, and components. Experience with Lump Sum Design Build estimates. Specifically understands detail level estimates and design packages.
  • Knowledge of market pricing and pricing sources in the area of specialization. Saudi Arabian experience preferred.
  • Aware of Estimating Classifications as per RIBA and AACE.
  • Broad knowledge and experience in construction estimating practices and methods.
  • Practical experience in performing quantity takeoffs, statistical analysis, and cost and price analysis. Skill in understanding technical discipline processes. Familiar with engineering and construction codes and standards.
  • Familiar with commercial terms and conditions (contractor relationships, currency exchange, taxation, inflation, insurance, escalation, etc.).
  • Understanding of cost index and escalation projections sources.
  • Full understanding of project cash flows and the corresponding time value of money as the cost of working capital.
  • Familiar with risk and contingency. 
  • Excellent applied analytical and quantitative skills. Effective in utilizing metrics to provide reasonableness checks.
  • Basic knowledge of financial report systems, Controller account codes and understanding of Controller Instructions that impact estimates. 
  • Proficiency in basic Microsoft software applications currently being used by Bechtel (Word, Excel, Access. PowerPoint). Knowledge of scheduling software used by Bechtel (Primavera, Microsoft Project). Proficiency in estimating applications used for discipline estimates.
  • Skilled in oral and written communication with basic presentation skills.
