Project Overview:

Saudi Arabian Bechtel Company is providing Project Management Consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.” NEOM is a planned city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in ground-breaking ways.

Job Summary:

The Project Estimating Manager provides technical and operational direction to assigned personnel. Maintains contact with project manager, project team members, engineering, procurement, construction management, and business development. Maintains contacts with estimating professionals in client and industry organizations. This position reports to and receives technical and operational guidance from the Project Control Director.

Major Responsibilities:

  • Provides input to operating plans, department budgets, forecasts and other financial reports.
  • Reviews all major estimates. Responsible for the quality and integrity of estimates produced by the team. Audits to ensure the quality of estimating functions. Reviews estimate basis and assumptions for completeness and reasonableness. Ensures that lessons learned are incorporated into estimates.
  • Reviews and evaluates project execution plan and risks associated with scope requirements.
  • Prepares and presents proposal estimates of different types (e.g. lump sum, cost-reimbursable, etc.) and recommends level of confidence or risk required for management decision.
  • Provides direct input to proposals, strategic plans, client presentations, and contract negotiations.
  • Provides input in developing corporate policy.
  • Maintains liaison with other regional offices to coordinate workload and staffing plans.
  • Approves estimate preparation plans.
  • Audits to ensure the quality of estimating functions.
  • Assists in development of procedures for proposal cash flows and working capital analysis.
  • Assists in the development of procedures for Proposal Financial Summary (PFS).
  • Makes presentations to management and clients.
  • Develops and implements estimating training programs.
  • Responsible for performance evaluations, salary administration and career counseling for assigned personnel. Makes selection and termination recommendations.
  • Develops estimating policies, standards and procedures.

 

Education and Experience Requirements:

  • Advanced degree in Engineering, Construction Management or related field required.
  • Minimum 25 years Bechtel experience as lead or manager handling all aspects of project controls or estimating required.
  • Experience managing and directing personnel required.
  • Experience preparing proposals and interfacing with business development preferred.

Required Knowledge and Skills:

  • Demonstrated expert understanding of Estimating core processes and procedures.
  • Expert-level estimating knowledge and experience, with a significant portion of that time spent providing engineering and construction services to a global industry. High level of technical excellence and inspires confidence in the integrity of the estimate.
  • Knowledgeable of planning/scheduling and cost engineering project activities.
  • Skilled in developing estimating training programs which include developing curricula, selecting instructors, teaching and monitoring effectiveness of programs.
  • Technical and practical comprehension of engineering, procurement, and construction functions and general business techniques. Knowledgeable of current industry and technical developments.
  • Skilled in oral and written communication with demonstrated skill to present estimating information to management and client.
  • Demonstrated skill in management, supervisory and personnel administrative functions.
