Project Overview:

Saudi Arabian Bechtel Company is providing Project Management Consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in ground-breaking ways.

Job Summary:

Accountable for assisting in the integration of specialized environmental requirements into the planning, permitting, design, and construction of the Project. Has responsibility in the development and implementation of the environmental inspection program on the project under the direction of the Environmental Manager. Provides technical oversight of the project’s environmental compliance activities through identification of inspection requirements. Coordinates with the construction leads and delivery package HSE Managers to assist them in integrating and/or addressing the applicable environmental requirements in their work products and activities. Coordinates with the Environmental Manager to costumer and deliver the training to ensure environmental regulatory and aim compliance. #LI-AR2

Major Responsibilities:

Role Purpose:

  • Assists in arranging with NEOM Environment Department and Standards & Compliance Department- ensuring project delivery is in accordance with the NEOM requirements.
  • Helps in developing and implementing the project-level environmental inspection and audit program, that meets the requirements of ISO 14001 and NEOM Environment Department.

Essential Job Duties:

  • Receives supervision and work assignments from the Environmental Manager.
  • Provides assistance to project and construction management in identifying and complying with project environmental procedures and in addressing environmental issues as they arise during project execution.
  • Coordinates with and provides technical assistance to delivery package HSE Managers with regards to compliance with project-specific environmental requirements through package specific inspection programs.
  • Provides technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with the project environmental requirements.
  • Under the direction of the Environmental Manager, is accountable for drafting environmental awareness training programs and inspection reports.
  • Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including contractual commitments, EIA, permits, and the project’s CESMP.
  • Carries out audits of environmental compliance implementation by the delivery packages (compliance with contract, CESMP, EIA & EMS).
  • Tracks environmental compliance with approved plans, laws/regulations, permits, and contract requirements.

  • Advocate, promote and engage Project’s health, safety and environmental policies and initiatives.

Education and Experience Requirements:

  • A Bachelor of Science degree from an accredited university or college in an applicable technical discipline such as environmental science, ecology, biology, natural resources, or environmental engineering (or related discipline) from an accredited college or university and 10+ years of related experience.
  • Advanced knowledge in a field of science, environmental engineering, or related discipline.
  • Knowledge of environmental management, mitigation and monitoring in the construction industry.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Knowledge of hazardous materials and waste management, erosion and sediment control methods, and domain restoration techniques.

Required Knowledge and Skills:

  • Experience of implementing 3rd Party verified ISO 14001 EMS on a major infrastructure project.
  • Must be able to work overtime and adapt to changing work schedules.
  • Adaptable and able to work outdoors in a field environment under various project site and weather conditions.
  • Skilled in oral and written communication.
