Project Overview:
Saudi Arabian Bechtel Company is providing Project Management Consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.
NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in ground-breaking ways.
Job Summary:
- Assist in coordinating with NEOM Environment Department (within the NEO ENV Authority), Proponent, and Standards & Compliance Department- ensuring project delivery is in accordance with the NEOM requirements.
- Assist in Developing Project Dept environmental policies, plans and procedures and monitor projects Delivery compliance with these requirements.
- Assist SEGM (Projects representative for Sustainability) with delivery strategy and implementation.
- Develop and implement ESG strategies and programs that comply with the regulations and international standards.
- Develop and manage plans to reduce and manage ESG risks and environmental impacts.
- Conduct analysis and review ESG data to identify trends and risks.
- Monitor and ensure that ESG initiatives and commitments are executed on time and to standard.
- Track actions taken by the company to minimize ESG risks and environmental impacts.
- Prepare reports and documents to communicate the ESG progress and performance.

Major Responsibilities:
- Establish, monitor and report against the NEOM Projects Environmental Execution Plan in accordance with NEOM Policies, Governance.
- Framework, Environmental and Sustainability procedures and other requirements.
- Conduct regular inspections of delivery performance against established KPI’s.
- Attend meetings and report to management and shareholders on ESG progress and performance.
- Address concerns from stakeholders and others on ESG issues.
- Manage communication with stakeholders and others on ESG issues.
- Draft legal and contractual documents for ESG activities and initiatives.
- Develop and communicate ESG practices and policies and ensure compliance.
- Conduct market research and competitive analysis to determine ESG factors that may affect business activity.
- Assist regions with ESIA, CESMP and Environmental Accord ahead of enabling works and also building works.
- Manage NEV 20 steps compliance process.
- Manage Framework of Specialist Environment related 3rd Party consultants.
- Projects wide departmental Environmental & Sustainability reporting-through planning, design, execution and handover stages.
- Educate project teams, internal and external stakeholders regarding environmental plans and policies to ensure accountability.
- Develop mitigation and crisis management plans to be implemented in the event of an environmental incident, and successfully work with other departments and sectors to develop effective environmental strategies that reduce risk of pollutants and contamination.
- Review and propose amendments to existing environmental Policies, Plans, NEOM Standards and requirements in line with global trends and Standards as well as Project department drivers-always in accordance with the NEOM Vision.
Education and Experience Requirements:
- Environmental tertiary education + University degree.
- Over 15 years' experience.
- 5 years + on major/mega-project delivery.
- Knowledge of sustainability principles, ESG frameworks, and relevant regulations.
- Proficiency in conducting ESG assessments, analyzing data, and identifying material issues.
Required Knowledge and Skills:
- Strong professional background in social and/or environmental assessment, a proven track record in private sector investment delivery, people management/leadership skills, and familiarity with the IFC’s Sustainability Framework, and Equator Principles.
- Familiarity with ESG reporting standards and frameworks (e.g., GRI, SASB, TCFD) and experience in preparing sustainability reports.
- Ability to develop and implement ESG strategies, policies, and frameworks tailored to the organization's objectives and industry.
- Financial acumen to link sustainability initiatives to business value and articulate the financial implications of ESG practices.
- Experience in conducting stakeholder engagement and managing relationships with investors, regulators, NGOs, and other key stakeholders.
- Proficient in project management, data analysis, and utilizing ESG-related soft-ware tools.
- Owners Side, 5 yrs. Leading Environmental performance function of Developments (including oversight of CAPEX construction)
- Strong track record of both establishing and running Environmental Policies and Execution Plans.
- High emotional intelligence. Ability to deal with many stakeholders with competing priorities.
