Project Overview:
Saudi Arabian Bechtel Company is providing Project Management Consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in ground-breaking ways
Job Summary:
The Environmental, Safety, and Health (ESH) Manager is responsible for leading and managing the ESH program on a project, ensuring compliance with customer standards, regulatory requirements, and contractual obligations. This role involves supervising ESH personnel, overseeing contractor compliance, conducting audits and inspections, and integrating ESH requirements into project planning and execution. #LI-AR2
Major Responsibilities:
- Supervises an Environmental, Safety, and Health (ESH) program on a project inclusive of technical and administrative aspects; compliance activities; and processes and plans associated with all three ESH disciplines
- Supervises EHS personnel and facilitates their development through assignments, coaching, and mentoring
- Assures that ESH requirements are properly interpreted and integrated in planning documents, design criteria, construction and operational plans, schedules, training programs, and contractor documents
- Applies customer’s ESH Management System and standards to achieve, maintain, and continually improve EHS program execution
- Assures support within ESH teams and to Engineering, Construction, Commissioning, Operations, Legal, Contracts, Procurement, Management, and other functions regarding ESH requirements
- Manages schedules, and resources for interpreting and implementing ESH requirements, evaluating risks, and developing suitable plans and methods for a robust ESH program
- Reviews contractors ESH deliverables and provide comments against customer ESH standards
- Requires contractors’ compliance with customer ESH and their contract requirements
- Requires and reviews contractors ESH emergency preparedness planning and confirms the investigation and resolution of ESH incidents
- Conducts audits and inspections on contractors to assure ESH compliance with contractual commitments, laws and regulations, environmental permit requirements, and customer standards
- Assures that environmental permitting, specialized studies, assessments, reports, and regulatory submittals are completed as required by contractors
- Provide reporting to customer on contractor's performance as required
Education and Experience Requirements:
- Requires a Bachelor’s degree (or international equivalent) related to environmental, safety, health or science-related discipline and 15 years of experience preferably in construction ESH management.
Required Knowledge and Skills:
- Extensive auditing and inspection experience
- Deep knowledge in construction ESH
- Having a recognized ES&H certification i.e., OSHA, NEBOSH
- Good communication skills
- Experience in MS Office programs
- Knowledgeable about ISO 45001 and ISO 14001 standards
- Construction ES&H knowledge in major projects
- Eager to mentor others and pursue their development
- Experienced in water related construction projects
