Living Conditions: NEOM provided camp accomodations, however, space is limited, in the near term, at the camps and many employees are being housed in Tabuk and bussed to the work sites within NEOM.

Project Overview:

Saudi Arabian Bechtel Company will provide program management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.  

NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of EgyptIsrael and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.”

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate and commercialize new technologies and enterprises in ground-breaking ways.

 

Position Summary:

 

 

We are seeking candidates experienced with major rail works, earthworks, and or civil works.

 

The ideal candidate is extremely adept at leading team(s) in managing contracts functions for major programs from inception through completion. Major scope elements include development of the program/area contracting strategy, contract formation and administration and claims.

 

Activities will include delivery of critical items required from initial project set-up, through to defining and developing a team, to establishing coordinated procedures and controls, and to management of team(s) with accountability for work product to project milestones, quality and safety standards. 

 

Maintains significant proactive engagement with program management, customer, and internal and external stakeholders to enable successful alignment on systems, processes, procedures, and critical program activities.

 

 

Reports to: Area Director and or Commercial Director 

 

Job Dimensions:

 

Engages with senior management team and customer to develop and align strategy, methods, and controls for the safe and successful performance of the works.

 

Conducts team management, guidance, and development to effectively execute the works including staffing, budgeting, prime contract management, training and retention, and formation and administration.

 

Job Duties:

 

General:

 

Operates as the senior manager and leader for contracts within a program area; there are currently six (6) areas.

 

Contract Formation

 

  • Develops and implements the program contracting strategy and associated procurement (formation) execution strategies.
  • Manages and performs contract formation activities from initial planning through award in accordance with the contracting strategy for the area.
  • Oversees, performs and or reviews the contractual documents and approves the same for customer review.
  • Prepares, maintains and or manages the control and status reporting documents for formation.

 

Contract Administration

 

  • Reviews, implements, authors, and or suggests revisions to the NEOM and program administration procedures and processes.
  • Reviews and suggests revisions to the Contract general terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from the requirements.
  • Develops, reviews, implements and or manages appropriate mechanisms to monitor compliance with contract terms and conditions.
  • Conducts identification, administration, management and resolution of Contract claims as the develop, including engagement of Bechtel Corporate Legal, as necessary.

 

Qualifications/Requirements:

 

  • Bachelor’s Degree in Business, Law, Quantity Surveying, Engineering or other applicable field.
  • Over 10 to 15-years of team leadership.
  • Over 25-years of experience in commercial or contracts management on mega-programs/projects.
  • Fluency in English, oral and written.
  • Experience in development and delivery of training.
  • Thorough knowledge of contract formation and administration.
  • Demonstrated leadership and teamwork capabilities suitable for managing a workforce of many nationalities and backgrounds.
  • Extensive skill in working and informing effectively, both orally and in writing, with internal and external customers and stakeholders.
  • Experience in the Middle East and especially Saudi Arabia.

 

Preferred Skills:

  • Minimum 20+ years’ experience in Commercial or Contracts Management of infrastructure projects (including airports) to mega-project size
  • Team Leadership of 10 to 15+ years
  • Experience in Middle East / Saudi Arabia
  • Arabic Language, Managing Large Teams etc.
