Managing Quantity Surveyor / Contracts Manager, NEOM  

 

Saudi Arabian Bechtel Company will provide project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”    

 

NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of EgyptIsrael and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.”

It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate and commercialize new technologies and enterprises in groundbreaking ways. 

 

Detailed Job Description  

 

Summary:  

Manages and performs all activities associated with formation, tendering, award and administration of design build subcontracts packages for the NEOM project.  Activities may include working on own to delivery critical items required from initial project set-up, through to defining and developing a team, to establishing coordinated procedures and controls, and to management of team(s) with accountability for work product to project milestones, quality and safety standards.

  5. Team management, guidance and development to effectively resolve change events, claims and disputes fairly including coordination with Legal as may be required. 
  6. Manage significant commercial matters to resolution, defining strategy and actions. 
  7. Team player able to direct and receive guidance and feedback. 
  8. Reports to the Senior Managing Quantity Surveyor / Senior Contracts Manager. 
  9. Receives functional guidance from the responsible GBU Manager of Contracts and Procurement. 

 

Job Duties: 

 

Pre- Award :-

Develops and issues contracts and services agreements as assigned by performing the following: 

  1. Forms Request for Tender (RFT) packages. 
  2. Issues bid request packages to approved bidders. 
  3. Prepares Evaluation Criteria for approval by Project Team and Owner. 
  4. Coordinates Tenderer’ questions and answers to those questions (RFI’s) and coordinate responses to Tenderers via the assigned Transaction Manager. 
  5. Receives Tenders and manages the commercial evaluations. 
  6. Prepares Commercial Bid Summary and Overall Recommendation to Award subject Contract. 
  7. Recommends and supports Owners Nominated representative in obtaining approvals in accordance with established procedures and Customer’s Delegated Authorities Matrix. 
  8. Prepares contract documents for execution with Customer’s Legal Advisors. 
  9. Prepares and maintains control and status reporting documents. 
  10. Prepares and organizes tenderer meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.  
  11. Conducts a meeting and prepares and issues meeting notes delineating important statements, required actions, and schedules. 

 

Post-Award 

Responsible for: 

  1. The implementation of Contract & Commercial Management Procedures for the administration of the Contract. 
  2. The review of Contract general terms and conditions to highlight areas of risk, ambiguities, conflicts or deviations from the scope of work and the actions required.  
  3. The development and management of appropriate mechanisms to monitor compliance with contract terms and conditions. 
  4. Working with the other Project Team members to ensure that Bechtel and customer related actions or inactions which could result in contract changes or claims are identified and to provide recommendations accordingly. 
  5. Identification and resolution of Contract claims as they develop, including engagement of corporate legal department where necessary. 
  6. Obtaining all contract deliverables for timely work handover and close-out of contracts. 

 

 

Qualifications/Experience 

Essential Technical Skills:  

  • Degree in Business, Quantity Surveying, Law or Engineering desirable. 
  • Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling. 
  • Experience managing teams. 
  • Thorough knowledge in the formation and administration of major infrastructure projects. 
  • Extensive knowledge of contract management and negotiations gained through education or experience. 
  • Knowledge of when to engage legal counsel. 
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices. 

 

Essential Behavioral Skills: 

  • Skill in working and communicating effectively, both orally and in writing, with other project functional groups. 

 

Preferred Technical Skills: 

  • Minimum 10+ years’ experience in Commercial or Contracts Management of projects in excess of $200 million 

 

Preferred Behavioral Skills: 

  • Experience Middle East / Saudi Arabia 
  • Arabic Language, Managing Large Teams etc. 

 

Living Conditions: 

Living and Working on the NEOM Project is a single status assignment condition located in Sharma, KSA with camp accommodation (Meals and Laundry Services provided). Rotational Leave is 2 weeks off after 8 weeks worked with provided allowances for airfare and enroute expenses.  

 

Due to COVID 19 challenges during the startup of the project special flights and quarantine accommodations will be provided.
