Saudi Arabian Bechtel Company will provide project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Project in the Kingdom of Saudi Arabia.”

Detailed Job Description


Manages and performs all activities associated with formation, tendering, award and administration of design build subcontracts packages for the NEOM project. Activities may include delivery of critical items required from initial project set-up, through to defining and developing a team, to establishing coordinated procedures and controls, and to management of team(s) with accountability for work product to project milestones, quality and safety standards.


Job Dimensions:

1.    Coordination with Project Management, other Departments and Client.

2.    Self-perform activities as required to support the project and achieve milestones.

3.    Team management, guidance, and development to effectively resolve change events, claims, and disputes fairly, coordinating with Legal if required.

4.    Manage significant commercial matters to resolution, defining strategy and actions.

5.    Team player able to direct and receive guidance and feedback.

6.    Reports to the Senior Managing Quantity Surveyor / Senior Contracts Manager.

7.    Receives functional guidance from the responsible GBU Manager of Contracts and Procurement.


Job Duties:


Develops and issues contracts and services agreements as assigned by performing the following:

a)   In accordance with project procedures, handles tender process from beginning to end; forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals, and providing recommendations for award

b)   Prepares and organizes meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters. 

c)    Prepares contract documents for execution with Customer’s Legal Advisors.

d)   Prepares and maintains control and status reporting documents.



Responsible for:

a)   The implementation of Contract & Commercial Management Procedures for the administration of the Contract.

b)   The review of Contract general terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from the scope of work and the actions required. 

c)    The development and management of appropriate mechanisms to monitor compliance with contract terms and conditions.

d)   Identification and resolution of Contract claims as they develop, including engagement of corporate legal department where necessary.

e)   Obtaining all contract deliverables for timely work handover and close-out of contracts.




Essential Skills:

  • Degree in Business, Quantity Surveying, Law or Engineering desirable.
  • Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Experienced in communicating with and managing a workforce of many nationalities and backgrounds.


Preferred Skills:

  • Minimum 10+ years’ experience in Commercial or Contracts Management of projects in excess of $200 million, including infrastructure projects
  • Team leadership of 3+ years
  • Experience Middle East / Saudi Arabia
  • Arabic Language, Managing Large Teams etc.
