Project Overview:

Saudi Arabian Bechtel Company will provide project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.  


NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of EgyptIsrael and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.”


NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate and commercialize new technologies and enterprises in ground-breaking ways.


Role Purpose:

The purpose of the Cementitious Materials Infrastructure Manager, Construction Logistics role is to provide strategic leadership and effective management of the loading/unloading, transportation, and storage of cementitious materials, and the required infrastructure to support concrete production facilities, as well as any further responsibilities commensurate with the grade. The role will work collaboratively with the Concrete Operations Manager to support the supply of cementitious materials to the concrete batch plants across all Construction Logistics sites.  


Key Responsibilities:

  • Responsible for the planning and coordination of the transportation and storage of cementitious materials for concrete production in the Construction Logistics areas
  • Coordinate appropriate timelines for accurate delivery of the cementitious materials to concrete batch plants across all projects
  • Work closely with Construction Logistics Executive leadership team in the development and implementation of required infrastructure for cementitious materials delivery across NEOM Projects.
  • Work collaboratively with other NEOM stakeholders to execute applicable Construction Logistics plans or initiatives to ensure required infrastructure is in place for the transport and storage if cementitious materials all Construction Logistics areas.
  • Provide Construction Logistics’ Executive Leadership team with periodic status updates and appropriate reports as required 
  • Manages and directs the development and execution of Construction Logistics contract strategies and service delivery models for transportation and storage of cementitious materials as required.
  • Advise and direct Executive management of Construction Logistics the requirements as needed for the necessary infrastructure required to be able to timely load, transport, unload, and store bulk cementitious materials to support all Projects in the NEOM organization.
  • Responsible for the managing the operation and maintenance of all transport equipment and storage facilities equipment for all cementitious materials in all Construction Logistics areas. 
  • Ensure the operations of all transportation and storage facilities of cementitious materials are always complying with Environmental, Safety, and Health requirements. 
  • Responsible for the grinding and production of cementitious materials. 
  • Develop SOPs for all procedures related to the transportation and storage of cementitious materials.


Knowledge, Skills and Experience:

  • Strong Knowledge of Bulk Cementitious Materials Supply Chain
  • Strong Knowledge of Bulk Cementitious Materials Transportation and storage requirements
  • Knowledge of Key Infrastructure required for port and offshore materials loading/unloading
  • Strong communication skills and interpersonal skills
  • Strong presentation and technical writing skills
  • Strong problem-solving skills
  • Experience in loading/unloading bulk cementitious materials both onshore and offshore
  • Experience in construction and erection of large storage silos for cementitious materials 
  • Experience in cement supply and operations of concrete batch plants. 
  • Ability to develop and implement creative, innovative programs and initiatives as related to delivery and handling of cementitious materials.
  • Experience with International Cementitious materials supply chain is preferred
  • Bachelor’s degree in business, construction management, or engineering with Minimum of (15) years of work experience of which (5) years at the managerial level and associated with performing in a similar role and responsibilities. 
  • Or master’s degree in Construction Management or Engineering with (10) years of work experience of which (5) years at the managerial level and associated with performing in a similar role and responsibilities.
