Project Overview:
Bechtel is pursuing a significant new award of work in Egypt. The Project will cover the development of luxurious residential, commercial, and recreational spaces, tourism amenities, and economic zones. If successful, Bechtel’s contract for the delivery of this project will be for project management and construction management services.
Job Summary:
Lead on all activities associated with formation, tendering, award and administration of assigned contract packages and perform the same. Activities include delivery of critical items required from initial project set-up, implementing coordinated procedures and controls, with accountability for work product to project milestones. Significant proactive engagement required with the project management team, other departments, customers and stakeholders to enable successful alignment on systems, processes, procedures and the critical activities for project success. Performs other duties as assigned.
This position is contingent upon project award and customer approvals.
Major Responsibilities:
- Engage as part of the team with the Customer to develop and align strategy.
- Lead, provide guidance and development to effectively resolve change events, claims and disputes fairly including coordination with Legal as may be required.
- Recommends and secures approvals in accordance with established procedures.
- Assists when required in the planning, staffing, budgeting and preparation of procedures.
- Receives functional guidance from the responsible GBU functional manager and/or designee.
Contracts Administration:
- Leads on and performs contracts administration activities, including: Preparation, maintaining, and implementation of applicable procedures.
- Review of Contract terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from the scope of work.
- Development and implementation of appropriate mechanisms to monitor compliance with contract terms and conditions.
- Obtaining and/or managing the receipt of all contract deliverables for handover and close-out of contracts.
- The control of status reporting documents.
- The preparation and maintenance of reports, registers, presentations, and correspondence.
- Conduct regular briefing meetings to advise contractors of the roles of all parties associated with the Project, reporting procedures, information flow and Project status
- Submit written monthly progress reports to the Customer, documenting work performed, status of variation orders, programme/schedule status, cost forecast versus actual cost status including any future known financial liabilities on the Customer, cash flow forecast and other pertinent data as required
- Issue notices to Contractors in a timely manner in accordance with the terms of the Contracts.
- Oversee and manage all contract administration activities related to the PMC Agreement, monitoring compliance with terms and conditions throughout the project.
- Ensure that all steps of the change process are managed in accordance with the requirements of the relevant contracts, paying particular attention to times allowed for notifications and responses, so that the Customer is not exposed to claims due to failure to follow process.
- Notify the Customer upon receipt of a Contractor’s claim or becoming aware of any event that may lead to a claim.
- Analyze Contractor claims and provide recommendations to the Customer claims assessment, avoidance, mitigation and resolution.
Contract Procurement/Formation:
- Leads on and performs contract formation activities, including: Forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals.
- Meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.
- Prepares and manages the preparation of contract documents for execution in coordination with applicable processes and procedures.
- Preparing, maintaining and managing reports, registers, presentations, and correspondence.
Education and Experience Requirements:
- Degree in Business, Quantity Surveying, Law, Engineering or other applicable field.
- 8 - 10 years of relevant experience in Contracts or Commercial Management.
Required Knowledge and Skills:
- Highly skilled and proficient in Commercial or Contracts Management on large engineering and construction projects; preference given to experience on mega-infrastructure projects.
- Experience and completion of courses in pricing, contract law, contract drafting, negotiation and contract administration.
- Basic knowledge of Egyptian law pertaining to construction is a plus.
- Extensive skill in working and communicating effectively, both orally and in writing, with other project functional groups, Customers and Stakeholders.
- Must be proficient in English and Arabic languages, orally and written.
- Experience of similar roles in Egypt.
- Team player that can direct and receive guidance and feedback and is able to perform the work as well as manage/lead the performance of the work
