Project Overview:
Bechtel is pursuing a significant new award of work in Egypt. The Project will cover the development of luxurious residential, commercial, and recreational spaces, tourism amenities, and economic zones. If successful, Bechtel’s contract for the delivery of this project will be for project management and construction management services.
Job Summary:
Lead on all activities associated with formation, tendering, award and administration of assigned contract packages and perform the same. Activities include delivery of critical items required from initial project set-up, through to developing a team, establishing coordinated procedures and controls, to management of team(s) with accountability for work product to project milestones, quality and safety standards. Significant proactive engagement required with the project management team, other departments, customers and stakeholders to enable successful alignment on systems, processes, procedures and the critical activities for project success. Performs other duties as assigned.
This position is contingent upon project award and customer approvals.
Major Responsibilities:
- Develop and align strategy with customer and other project stakeholders.
- Lead and advise in relation to managing change events, claims and disputes fairly including coordination with Legal as may be required.
- Establish operational objectives and work plans for assigned work area. Ensure the work delegated to subordinate personnel is of the appropriate quality, accuracy, and in compliance with requirements.
- Ensure all assigned personnel receive orientation and training, particularly in project-unique requirements. Collaborate with others on personnel development planning
- Receives functional guidance from the responsible GBU functional manager and/or designee.
Contract Procurement/Formation
- Lead and execute contract formation activities: develop and issue tender packages, manage and resolve queries, and oversee proposal evaluation processes.
- Facilitate meetings and workshops—such as bid clarifications and pre-award sessions—to promote full understanding and agreement among Bechtel, the client, and contractors on all contractual matters.
- Prepare and manage contract documentation for execution, ensuring alignment with established procedures and governance frameworks.
- Prepare, maintain, and manage essential reports, registers, presentations, and formal correspondence.
- Assist the Customer in identifying and prequalifying suitable bidders; evaluate technical submissions; draft Technical Recommendation Reports; and support clarification meetings leading to final contract agreements.
- Monitor procurement activities within contractor agreements, including alignment with Customer’s procurement strategy and schedule; assess bidder lists based on experience, capacity, and current workload; and oversee procurement processes.
- Ensure all procurement activities comply with the Customer’s policies and procedures for the project
Contract Administration
Lead contracts and commercial teams responsible for:
- Administering contracts through the preparation, maintenance, and implementation of relevant procedures.
- Reviewing contract terms and conditions to identify risks, ambiguities, and deviations from scope.
- Developing and applying mechanisms to monitor compliance with contractual obligations.
- Managing the receipt and handover of all contract deliverables for proper close-out.
- Controlling and maintaining status reports, registers, presentations, and correspondence.
- Conducting regular briefings to inform contractors of roles, reporting protocols, information flow, and project status.
- Submitting comprehensive monthly progress reports to the Customer, detailing work performed, variation order status, schedule updates, cost forecasts, known financial liabilities, and cash flow projections.
- Issuing timely contractual notices to contractors in accordance with agreement terms.
- Overseeing all contract administration activities related to the PMC Agreement, ensuring compliance throughout the project lifecycle.
- Managing the change process in strict accordance with contract requirements, with attention to notification and response timelines to prevent exposure to claims.
- Promptly notifying the Customer upon receipt of a contractor’s claim or awareness of potential claim events.
- Analyzing contractor claims and providing strategic recommendations for claim assessment, avoidance, mitigation, and resolution.
Education and Experience Requirements:
- Degree in Business, Quantity Surveying, Law, Engineering or other applicable field.
- 13 - 15 years of relevant experience in Contracts or Commercial Management.
- Experience managing large, diverse teams.
Required Knowledge and Skills:
- Degree in Business, Quantity Surveying, Law, Engineering or other applicable field. 13 - 15 years of relevant experience in Contracts or Commercial Management Experience managing large, diverse teams.
- Advanced knowledge and specialised skills in Commercial or Contracts Management on large engineering and construction projects; preference given to experience on mega-infrastructure projects.
- Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation, planning and scheduling.
- Extensive skill in working and communicating effectively, both orally and in writing, with other project functional groups, Customers and Stakeholders.
- Must be proficient in English language, orally and written. Arabic is beneficial
- Experience Middle East / Egypt is preferable
- Team player that can direct and receive guidance and feedback and is able to perform the work as well as manage/lead the performance of the work
