Bechtel is seeking a Workforce Services Regional Manager, based in Santiago, to join the Mining & Metals team. Experienced professional with proven hands-on project and functional Workforce Services (WFS)/Industrial Relations (IR) experience in Chile with a track record of successful leadership. Manages South American region WFS/IR function, including but not limited to Craft Employee Relations, Workforce Development, Recruiting, setting up craft assessment facilities, supporting Business Development proposals, providing and/or Shared Services. Interfaces with Functional Management, Senior Management, clients, unions, government organizations/regulators and the general public.  Ensures that WFS/IR activities conform to company and site policies/procedures and legal requirements.



A. Supervision Received

  • Receives operational supervision from the GBU Manager of Construction and Manager of Functions.

B. Supervision Exercised

  • Manages assigned WFS/IR organization for M&M Global Business Unit (GBU) and provides technical and operational guidance to WFS/IR managers, site construction managers and project superintendents.

C. Contacts

  • Contacts are with project management, site management, WFS/IR personnel, proposal teams, other functional support groups, clients, unions and outside government organizations/regulators. 



  1. Manages the WFS/IR functional organization and provides direction and guidance to assigned project WFS/IR managers in implementation of WFS/IR activities.
  2. Ensures adherence to Bechtel and WFS/IR policies and practices.  Develops, reviews and/or approves policies and practices and recommends changes as needed.
  3. Remains cognizant of regional labor laws and related legislation applicable to manual construction employees.
  4. Approves Bechtel and WFS/IR function policies and exceptions to policy.
  5. Participates in WFS/IR personnel planning and development by conducting performance evaluations for subordinate personnel, recommending salary actions and reassignments, and participating with project interviewing and recommending applicants for job openings.
  6. Interfaces with Bechtel’s Environmental, Safety and Health management regarding development and implementation of safety-related issues on construction projects.
  7. Supervises the development and implementation of process improvement initiatives with construction management.
  8. Ensures projects develop and implement communication plans to ensure craft employees and WFS/IR personnel are kept apprised of any changes that may impact them.
  9. Works with the project WFS/IR Managers to ensure there is a robust craft assessment and training program.
  10. Works with the project WFS/IR Managers to ensure there is a robust and adequate recruiting strategy developed and implemented whereby craft requisitions are being filled in a timely manner via internal and external recruiting measures or our candidate referral process.
  11. Provides counseling and guidance to WFS/R Managers and/or site construction managers on labor related issues.
  12. Participates in functional PM3 project and proposal reviews and provides input/feedback to project estimates, budgets, and forecasts for sufficient WFS/IR resources.   Participates in the proposal process from an WFS/IR prospective – estimate submittals, reviews, and client presentations.
  13. Ensures compliance with all employee data privacy regulations.
  14. Collaborates with construction leadership to ensure there is GBU alignment with WFS/IR Operations.
  15. Works with the project WFS/IR Managers to develop and implement process improvement initiatives with union officials and construction management.
  16. Responsible for the planning, management and supervision of Workforce Services operations in a functional role/ office location.
  17. Supports the projects in the preparation of Workforce Services Manager Plan.
  18. Supports the projects in the preparation of Labour Contingency Plan.
  19. Directs and / or participates in the resolution of management-labour issues and labour contract negotiations, when necessary.
  20. Maintains permanent relationship with labor authorities.
  21. Directs and / or participates in matters involving Bechtel Workforce Services policy and procedures.  
  22. Knows the assigned area, both in workforce, local companies, area leaders or representatives and generates a registry and relation with identified stakeholders.
  23. Manages and supports the projects with social action initiatives that Bechtel, Contractors and/or the Owner is developing within the Communities.
  24. Works with Legal department representatives on pending legal actions arising from labor disputes as well as establishment of new programs that affect the craft employee.  Serves as a witness when required.



Undergraduate degree with an emphasis in Human resources, Industrial Relations, Construction Management

Masters, MBA, or other advanced degree.

Significant years of directly related WFS/IR experience or an equivalent combination of education and experience.

Experience directly managing WFS/IR functional organizations.

Experience in supervising WFS/IR functions on direct hire construction projects and operating facilities.

Broad knowledge of Chilean labor and employment laws as they apply to construction workers.
