Position Summary

Bechtel is seeking a Purchasing Supervisor for the Mining & Metals team, based in Chile. Position will be responsible for purchasing activities on a project in accordance with Project Procurement and Functional Expediting Procedures and/or Supply Chain IWPP. Takes an active role in the planning, staffing, training, and developing of personnel. Develops and monitors budgeting of purchasing operations and distributes workloads to assigned buyers.



The Purchasing Supervisor is principally responsible for:

  • Supervises a team of Purchasing personnel on a major project in the orderly performance & completion of project procurement commitments through the bidding, evaluation & award steps, in line with established policies & procurement procedures
  • Supervises the Procurement administration functions of identified project purchases to ensure performance of each order is per contracted T&Cs & project requirements.
  • Supervises preparation & maintenance of project bidder lists, ensuring input is received from all procurement functions & other operational groups. Reviews bid tabulations for accuracy, bidder recommendation, completeness & approves selection of suppliers within delegated authority.

  • Ensures commitments made by personnel are accurately presented & have proper global business unit approval & signing authorities. Reviews & recommends bid selections that require higher approval.
  • Communicates with Engineering & Construction supervision to assist, guide & plan the processing of material requisitions for all project purchases. Develops project purchases operating procedures for review & inclusion into project procurement procedures. Develops project workhour estimates for Purchasing function & monitors the expenditure of hours within approved budgets. Develops & coordinates with manager the Purchasing personnel staffing plan.
  • Reviews prime contract between client & Bechtel, makes recommendations to ensure appropriate provisions are reflected in the general, special, & pricing conditions of the master Purchasing pro-forma documents. Develops, monitors & maintains project master Purchasing pro-forma documents, including legal comments to commercial T&Cs. Directs negotiations & prepares proposed negotiating plan in the commitment & resolution of commercial conditions of purchases when action is agreed as necessary.
    Qualifications and Skills
    Basic Qualifications
    The Purchasing Supervisor shall be knowledgeable and/or experienced in:
  • Bachelor’s degree in a commercial or industrial discipline, OR Extensive experience in the formation & administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers & buyers, backcharge procedures, resolution of claims & disputes & other related steps. purchasing supervision. Demonstrated skill in a lead role or recognized courses in the directing of personnel.
  • Experience, skill or training in supervising workload distribution & execution of work, & personnel interviewing, selection, salary planning, performance evaluation, career counseling & training. Skilled in working & communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management & other services.

Additional Qualifications

  • Experienced in the supplier warning and advisory process.
  • Experienced in Procurement processes and procedures.
  • Experienced in conducting research & preparing reports relating to purchasing of equipment & materials on global projects. Experience making technical presentations to senior clients & management & prior completion of specialized courses relating to international procurements. Proficiency in oral & written communication.
  • Skilled in job hour estimating, budget development, and management to them.
