Position Summary

Bechtel is seeking a Procurement Manager for the Mining & Metals team, based in Chile. Position will be responsible for exercises overall procurement operations responsibility on behalf of the global business unit Manager of Procurement or regional office manager for assigned global business unit or regional office. Implements corporate Procurement plans and initiatives in support of the requirements of the global business unit. Ensures that performance of the work is consistent with applicable policies, procedures, and objectives and meets global business unit and project needs.

 

Responsibilities

The Procurement Manager is principally responsible for:

  • Manages and monitors Procurement operations for assigned global business unit offices. Maintains communications with organization and client personnel through regular visits to each assigned project team to ensure that the services of Procurement meet the needs of the global business unit and its clients.

  • Participates with other global business unit functional managers in the business unit’s business development efforts, feasibility studies, project planning, and provides support in client contract negotiations to give Procurement input, communicate Procurement capabilities and anticipate Procurement requirements and staffing.

  • Identifies training needs and directs application of training programs to ensure that the assigned Procurement personnel have satisfactory knowledge of their level of work to perform in a competent and efficient manner.

  • Plans, performs, and/or directs personnel actions involving the assigned Project Procurement Management personnel, including but not limited to: Staffing and replacement planning. Performance evaluation and career discussions. Promotions, rotation, and transfers.

  • Prepares annual salary plan covering assigned personnel. Reviews salary plan with as required with functional and operational groups for concurrence. 

  • Reviews staffing plans and personnel actions with the global business unit manager, or designee, to ensure consistency with global business unit practices and needs.

  • Regularly directs or conducts in-depth Procurement audit of the activities in assigned project teams.

  • Monitors preparation of project Procurement workhour estimates, budgets and schedules to ensure that these are developed realistically and that they meet global business unit/project objectives. Periodically reviews project Procurement activities to ensure that operations are within approved workhour estimates, budgets and schedules, and if not, directs the preparation of a revised budget request and/or a change in activities.

  • Prepares and edits presentations describing Procurement methods, trends of lead times, prices, or other relevant information regarding Procurement’s scope of activities. Subject to required approvals, makes presentations to units of Bechtel, to clients, to supplier organizations, or to trade associations.

Qualifications and Skills

Basic Qualifications

The Procurement Manager shall be knowledgeable and/or experienced in:

  • Bachelor’s degree in an engineering or scientific discipline.

  • 15 of relevant experience. 

Additional Qualifications

  • Proficiency and experience in project Procurement operations at both jobsites and office locations.

  • Knowledge of personnel procedures and policy. Experience and skill in supervision, including selection, hiring, training, development, performance evaluation, career counseling, and salary administration.

  • Thorough knowledge of planning, scheduling, cost control, and quality control functions.

  • Experience and/or familiarity with expediting, purchasing, supplier quality, traffic and logistics, and field procurement operations.
