SUMMARY:

 

Supervises the startup engineering activities on one or more projects.  Plans and directs startup engineering assignments on the project(s) and has technical responsibilities for interpreting, organizing, executing, and coordinating these assignments.  May include relocation to jobsite to perform specific startup activities as assigned.

 

 

 

JOB DIMENSIONS:

 

A. Supervision Received

  • Receives operational surveillance, administrative supervision and technical guidance from a Startup Manager or the Manager of Startup.  Objectives are defined and results are subject to supervisory review.  Receives day-to-day supervision from project management on specific projects.

 

B. Supervision Exercised

  • Supervises and provides technical direction to subordinate engineers and assigned personnel.

 

C. Contacts

  • Establishes and maintains contacts with client, supplier, regulatory bodies, project management, engineering, and field personnel.  Represents startup on project teams as assigned.

 

ESSENTIAL JOB DUTIES:

  1. Plans, develops, coordinates, and directs startup activities within a discipline for the assigned project(s).  Provides startup supervision or assistance at the jobsite of certain projects as assigned.
  2. Supervises, coordinates, and reviews the work of assigned engineers, estimates staffing needs and schedules, and assigns work to meet completion dates.
  3. Participates in proposal preparation activities as required.
  4. Prepares or directs the preparation of operations manuals.
  5. Ensures that work being performed is within scope of services and within budget.
  6. Inputs to project management, engineering, and construction to ensure startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.
  7. Coordinates with client representatives to obtain approval on work as it is accomplished.
  8. Reviews and approves key startup methods, procedures, and schedules on assigned project(s).
  9. Performs performance reviews for personnel supervised and provides appropriate on-the-job training for their professional development.

 

JOB KNOWLEDGE:

  • Technical knowledge of startup, operation, maintenance, or testing. 
  • Knowledge of engineering systems and calculations, applications of both engineering and startup methods, and application of computers to engineering problems.
  • Extensive knowledge of precedents in the startup and operations areas and a broad knowledge of principles and practices of related areas.
  • Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.

 

  • The above is normally acquired through:
  • A recognized degree in an engineering or scientific discipline from an accredited college or university, or
  • A professional license in an engineering discipline, or
  • A sufficient number of specialized courses in relevant general engineering or an appropriate engineering discipline, and
  • Broad, progressive work experience in startup, operations or other relevant experience in design engineering, construction, field engineering, or plant operation in industrial, process, or other facilities.
  • Demonstrated skill in leadership.
  • Skill in oral and written communication.

 

Responsible for the startup and/or operations activities within a discipline on one or more major projects, designated portions of a large or complex project, or multiple smaller projects.

Prepares or directs the preparation of operations manuals.

Supervises and provides technical guidance to subordinate supervisors or startup engineers assigned to projects or tasks within area of responsibility.

Thorough knowledge of Bechtel’s administrative practices and supervisory experience.

 

Grade 27

Responsible for the startup and/or operations activities within a discipline on a small- or medium-sized project or designated portions of a large project.

Directs the preparation of portions of, or assists in the preparation of, operations manuals.

Supervises and provides technical guidance to personnel assigned to projects or tasks within area of responsibility.

Good knowledge of Bechtel’s administrative practices and supervisory experience.
