Water/Pipeline Business Line:

SUMMARY:

Responsible for overall marine works which include seawater intake and outfall at the shore and offshore.  Initial assignment will be coordination of the engineering subcontractor for tunneling and subsea pipeline system engineering and design during the detail engineering phase. 

At the appropriate time the job will transition to the construction site.  Responsibilities at the construction site will be coordination of the construction and installation activities for the pipelines and tunneling operations.  Supervises and directs craft activities, subordinate superintendents and others, as assigned.  Ensures assigned construction operations and subcontractors performance are in compliance with specifications and within schedules and budgets.

JOB DIMENSIONS:

A.   Supervision Received

  • Receives operational supervision and technical guidance from a Project Engineer, Project Engineering Manager, Project Manager, Site Manager, or Area Manager
  • Objectives are defined, and results are subject to supervisory review.

B.  Supervision Exercised

  • Supervises and provides technical direction to subordinate engineers, scientists, specialists, designers and drafters as assigned.
  • At site provides technical and administrative direction to subordinate superintendents, field staff and others, as assigned.

C.  Contact

  • Primary oversight of marine engineering and construction subcontractors.
  • Maintains contact with client representatives as directed, with suppliers, appropriate field personnel, including craft and subcontractor personnel, and other disciplines to ensure the coordination of the work within the project or assignment and compliance with Bechtel/client requirements.

 

ESSENTIAL JOB DUTIES:

  1. Assist Project Manager in developing Project Execution Plan Review Contractor execution plan, Cost and Schedule estimate for entire EPC phase
  2. Participate in project reviews, Early Risk Assessment workshop.
  3. Prepares or oversees the preparation of discipline estimates and work plan in accordance with project scope, schedule and budget, and manages implementation and performance accordingly
  4. Set a plan with the Engineering Contractor to have all deliverables issued on time and check it on a regular basis
  5. Review and approval of Engineering deliverables
  6. Estimates staffing needs and schedules and assigns work to meet schedule dates.
  7. Check that the design is developed in line with the statement of requirements
  8. Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.
  9. Organize, control and check the inter-discipline coordination and the co-ordination with other sections of the Project
  10. Report to the Project Manager on a regular basis and when decisions with an impact on the strategy of the Project are needed
  11. Liaise with HSE Manager, QA Manager, Field Operations Manager etc. to ensure that the plant and construction activities are safe, operable and maintainable
  12. Lead and coordinate prequalification and technical evaluation process for EPC.
  13. During execution phase, responsible for the progress measurement and approval of weekly/monthly progress measurement statements.
  14. During Installation – Site Client Representative monitoring safe execution of project meeting project KPIs
  15. Use the Contractual Rules applicable in order to supervise the works performed by the Contractor.
  16. Coordinates with client representatives as delegated to obtain their approval on phases of work.
  17. Follow up of the Contractor performance in terms of HSE on a permanent basis.
  18. Anticipate potential problems by checking in due time, planning aspects related with interfaces, preparation works, etc
  19. To maintain good relationships with Contractor, working with rigor technically speaking.
  20. Be proactive for detecting any anomaly in the workplaces following the Anomaly Report Procedure.
  21. Keep as a priority the best relationship inside the Construction Team and Engineering team.
  22. To be autonomous and able to work in difficult and remote environment.
  23. Assure coordination between construction needs and engineering / Project Control.
  24. Prepares reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecast.
  25. During Startup and Commissioning Phase support Bechtel CSU team ensuring all required handover documents and system completion activities are completed on time.
  26. Coordinates activities with other disciplines or areas and clients’ resident representatives, as instructed by engineering / construction management.
  27. Ensures that Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility.  Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operations.  Actively participates in scheduled safety meetings.

 

JOB KNOWLEDGE:

Knowledge of systems, calculations, equipment, applications of methods, materials, and computers in the discipline.

Knowledge of engineering work planning and control methods.

Knowledge of related construction practices and the economics involved.

Knowledge of a single or multi-discipline construction or engineering operation

Knowledge of industry /regulatory codes and standards, and design and/or layout criteria pertinent to the particular discipline.

Preferred knowledge of Engineering Department Procedures (EDPs), Design Guides, appropriate Bechtel Standard Computer Applications (BSAPs) and administrative practices.

Knowledge of application and coordination of 2-D and 3-D Computer Aided Design (CAD) tools on a project.

Preferred knowledge of Bechtel’s Zero Accident Philosophy. 

Preferred knowledge of the Six Sigma program tools and methodologies.

Computer literate in word processing, spreadsheet and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.

Demonstrated leadership in a team-based environment.

Knowledge of the use of subcontracts, and the contractor and subcontractor’s responsibilities contained in subcontract documents.

Experience working with, supervising and administering subcontractors and/or Direct Hire workforce.

The above is normally acquired through:

  • A recognized degree in an engineering or scientific discipline, from an accredited college or university, OR
  • A professional license in an appropriate engineering or scientific discipline, from a recognized licensing board, OR
  • Specialized courses in relevant general engineering or science or an appropriate engineering discipline, AND
  • Broad progressive work experience in design engineering, science or other relevant types of engineering such as systems startup, field engineering or plant operation in large industrial plants, utilities, process plants, or engineering/construction firms.
  • Prior practical work experience leading to a thorough understanding of the knowledge described above

 

Candidates must be fluent in written and verbal Spanish. Knowledge of English is preferred.

Salary Grade Determination

ENG

Grade 27

Responsible for the activities on a medium size project in an engineering or scientific discipline.

Supervises and provides technical direction to subordinate engineering supervisors, engineers, specialists, scientists, designers and drafters.

Communicates complex technical issues and recommends solutions to upper management.

Reviews and approves key engineering drawings and calculations and bid summaries.

Requires a broad knowledge of industry and regulatory standards, and design criteria pertinent to the particular discipline.

Requires a good knowledge of Bechtel’s administrative practices and supervisory experience.

Construction Supt

On a large project; coordinates and directs multi-discipline craft activities within a specific area of the project, or all related crafts of a single discipline covering one or more areas of the project.

On a medium-sized project, coordinates and directs multi-discipline craft activities within a specific area of the project, or all related crafts of a single discipline covering one or more areas of the project.  Provides back-up support to the Field Superintendent and/or Field Construction Manager.

On a small-sized project, coordinates and directs construction installation activities for all disciplines in all areas.

 

ENG

Grade 26

Responsible for a portion of the activities on a major or medium size project, or a relatively small size project in an engineering or scientific discipline.

Supervises and provides technical direction to engineers, scientists, technicians, designers and drafters.

Regularly informs the senior Engineering Supervisor, Chief Engineer, or Project Engineer of technical activities, staffing, budgets and schedules.

Reviews bid analyses and makes recommendations.

Requires knowledge of industry and regulatory standards, and design criteria pertinent to the particular discipline.

Requires a basic knowledge of Bechtel’s administrative practices.

Construction Supt

On a large project, schedules and directs the sequence of work for several crews of related crafts operating within a single area.

On a small- to medium-sized project, coordinates and directs multi-discipline craft activities within a specific area of the project, or all related crafts of a single discipline covering all areas of the project.
