Project Overview:

Increasing production of critical minerals provides key components of clean energy technologies, from wind turbines to batteries. This shift to clean energy—and the need for commodities—is critical to underpinning the energy transition. At Bechtel, our teams extract these vital resources to support net zero in a way which is more sustainable than ever before.

Job Summary:

In this position, you will lead a team to manage cost engineering, cost estimating, cost analysis/control, forecasting, and planning/scheduling activities for a project that requires technical skill and expertise. You will provide leadership, oversight, guidance, training, and mentoring to your team on key project procedures and risk management to ensure successful project execution and delivery.

Major Responsibilities:

  • Managing cost engineering, cost estimating, cost analysis/control, and planning/scheduling activities for a large, complex project, or for discipline/project/proposal estimating or staff planning activities that requires a high degree of technical skill and experience.
  • Developing the preparation and presentation of project/program estimates and cost forecasts.
  • Identifying and providing innovative solutions to cost engineering and planning/scheduling problems.
  • Reviewing Earned Revenue Determination Data, Proposal Financial Summaries, Project Financial Status Reports, and Charge for Project Working Capital calculations for assigned project/program.
  • Reviewing contract drafts for adequacy of cost and scope definition and Project Controls requirements.
  • Coordinating development of all data in support of negotiations.
  • Providing oversight, training, mentoring, and ensures capability of Project Risk Coordinator(s) and Project Risk Specialist(s) in conducting PERM activities towards the attainment of project objectives.
  • Developing and maintaining project Risk Management Plan (RMP), metrics, and reports.
  • Developing and reviewing risk breakdown structures, risk libraries, and risk identification tools and frameworks in support of project needs.
  • Providing leadership in terms of integrating the risk management process with other key project procedures (e.g., Change Management, Forecasting, Cost, Trends, and Claims and support corporate.

Education and Experience Requirements:

Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience.

Required Knowledge and Skills:

  • Previous experience performing in the role of a Project Controls Manager on a large-scale EPC projects.
  • Field Project Controls Management experience, managing large multi-disciplinary teams during project execution.
  • Solid commercial management experience gain within a prime contracts management background.
  • Demonstrated experience in performing, monitoring, and reviewing cost engineering functions, including cost estimating, project setup, control, analysis, forecasting, and financial reporting/systems.
  • Demonstrated experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, control, and analysis.
  • Demonstrated experience in change management, including trend program.
  • Demonstrated experience in CAPEX estimate development for large-scale EPC projects.
  • Experience in managing and maintaining a Risk Management Program.
  • Experience in delivering fully integrated EPC(M) projects.
  • Excellent skill in oral and written communication, including experience presenting information to internal and external stakeholders.
  • Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
  • Significant experience of leading, managing, and organizing teams of diverse backgrounds and experience to meet project objectives.
