Desalination Area Manager

SUMMARY:

Assigned to a project in a Construction managerial capacity.  Responsible for the successful completion of activities related to the construction of assigned projects.  Participates in the formulation of construction policies.  Formulates and directs implementation of construction policies and programs for assigned projects.  Ensures the overall administration and technical direction, coordination, and direct line responsibilities both in the field construction and office construction related activities. My be the primary client contact for all jobsite activities or may coordinate with client’s resident representatives on jobsite activities within assigned area of operations.  Responsibilities are to ensure assigned jobsite operations are in compliance with design/specifications, completion on schedule, within budget and to quality standards.

JOB DIMENSIONS:

A. Supervision Received

  • Receives operational direction from the Area Site Manager and functional direction from the Manager of Construction.

    B. Supervision Exercised

  • Provides technical and operational guidance to project superintendents, construction coordinators, project support staff and others, as assigned.

    C. Contacts

  • Contacts are with client’s representatives, subcontractors, suppliers, labor unions and on-site personnel and with all levels of construction, engineering and other functional support groups.

     

    ESSENTIAL JOB DUTIES:

  1. Coordinates all jobsite activities including actions of Bechtel, subcontractors, suppliers, clients and their representatives.
  2. Responsible for total site management including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable.  Responsible for ensuring development and execution of Project Automation Plan, Environmental Compliance Plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, Construction Execution Plan, and job-site work rules.
  3. Implements Bechtel’s Zero Accident Philosophy, security, housekeeping, and fire protection on the construction site.
  4. Ensures the field organization is composed of qualified and knowledgeable personnel and ensures effective personnel utilization.  Ensures performance reviews are conducted on field staff in accordance with established schedule.
  5. Establishes and implements construction schedules, methods, manning charts, and material and equipment requirements.
  6. Controls jobsite expenditures for labor equipment, material and services and ensures field operations are within the budget.
  7. Plans and establishes procedures to ensure construction operations meet engineering designs and specifications.
  8. Ensures corporate policies and procedures are fully implemented.  Establishes project field procedures and objectives within corporate policies and procedures as necessitated by conditions at a jobsite.
  9. Responsible for all jobsite labor relations and coordinates the activities with corporate craft resources department.
  10. Maintains client relationship and is the primary contact for client’s communication with the field activities.
  11. Maintains an effective relation with other functional departments.
  12. Develops, implements and administers a jobsite security plan and coordinates the activities with corporate security department.
  13. Coordinates all jobsite contractual activities.  Participates in contracts and subcontracts negotiations.
  14. Directs the development and implementation of a training program to ensure subordinate personnel receive progressive training to enable them to assume additional responsibilities.  Responsible for overall development of manual training and any testing as required.
  15. Directs the overall project safety programs and ensures strict adherence to local and national regulatory safety codes.
  16. Responsible for implementation of an effective community relations plan for the site.
  17. Responsible for project startup activities as required.

Ensures required permits and licenses are in place prior to the start of the affected work at site.

 

QUALIFICATIONS:

Thorough knowledge of all phases of construction operations relating to field activities, field engineering disciplines, construction technologies and project management.

Extensive experience of direct hire self-perform process facility and/or pipeline construction

Experience of seawater/water processing facilities and marine works.

Broad knowledge of government compliance standards

Broad knowledge of environmental compliance laws and requirements

Familiarity with National Codes and Standards as they relate to construction.

Thorough knowledge and utilization of field automation tools.

Preferred knowledge of the Bechtel Construction Standard Work Process Procedures.

Knowledge of continuous improvement methodologies

Knowledge of cross functional work processes and interface knowledge, especially Project Controls, Supply Chain management, Quality management and the ability to manage the relationships/interfaces with management and functional groups.

Preferred knowledge of Bechtel’s Zero Accident Philosophy.

Knowledge is normally acquired through:

  • A recognized degree in an engineering or scientific discipline, or
  • Specialized courses in construction management, and/or
  • Extensive actual work experience leading to the thorough understanding of the knowledge described above.

    Fluent English and Spanish with the ability to write and present in both languages preferred
