Supervises the planning, developing and implementing of solutions to meet Project Procurement Systems automation requirements.  Assigns technical and administrative support to implement, operate and assist project users in running the Procurement Systems application suite and associated systems.  Approves software and hardware specification, installation and administration, including but not limited to, operating system configuration, database creation, network share creation, web server installation and Customer software rollout and implementation.  Develops and monitors workhour estimates for projects or special initiative development.  Participates in the planning, staffing, training and development of Procurement Systems personnel.

A. Supervision Received

  • Reports to and receives operational supervision and direction from the Project Procurement Manager.
  • Receives functional guidance from the Procurement Systems Manager.

B. Supervision Exercised

  • Assigns, coordinates, monitors work and provides training to Procurement Systems Specialists.

C. Contacts

  • Maintains active contact with the applications user community.
  • Coordinates support and technical issues with the Central Support and Development Group.
  • Maintains contact and coordination with Information Systems and Technology staff including database administrators and project application leads.
  • Maintains contact with non-Bechtel 3rd party software / application vendors or sponsors as dictated by project requirements.  Coordinates usage of said applications where interfacing with Procurement Systems applications.
  • Maintains contact with members in other global business units or projects, using similar applications and processes in order to facilitate knowledge exchange and sharing of best-practices and lessons learned.



  1. Supervises project implementation teams and personnel that determine and develop project automation requirements and objectives.
  2. Approves the specification of appropriate computer hardware and associated configurations.
  3. Approves the automation plans for new work and proposals, including detailed written scenarios.
  4. Approves proposals for the installation of standard applications including cost estimates and schedules.
  5. Assigns Procurement Systems personnel to install software components, perform upgrades and provide ongoing technical support.
  6. Assigns and monitors Procurement Systems personnel in support of global business unit and project use of Procurement Systems applications, set up and training.
  1. Recommends and develops classroom training materials and user desk instructions.  Maintains and distributes user training materials and documentation related to Procurement Systems applications.
  2. Assigns Procurement Systems personnel to participate in global business unit and project review bodies tasked with the establishment of standards and procedures for computer software development, maintenance and support.
  3. Resolves or monitors the resolution of problems relating to hardware, software or network related errors encountered during implementation and operation of Procurement Systems applications.


  • Advanced knowledge of and experience with Procurement and Material Management procedures and operations.
  • Advanced knowledge of Engineering programs, Project Controls, Finance and Construction programs that interface, provide to, or depend upon the Bechtel Procurement System information.
  • Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management, and other services.
  • Advanced knowledge with Web-based computing environments including creation and maintenance of basic web services.
  • Advanced knowledge in developing, demonstrating, and presenting cost estimates and proposals for the support of Procurement Systems software and hardware.
  • Ability to teach or instruct others in the advanced use of Microsoft Word, Excel and Access, including simple table, query, report and macro design.
  • Proficient in written communications with experience in drafting formal proposals and technical specifications regarding the effective implementation of Procurement Systems applications.
  • Advanced knowledge of Microsoft Windows based, networked, computing environments, including operating system configurations, network share creation and client rollout and implementation.
  • Advanced knowledge of software installation procedures and networked infrastructure concepts.
  • Advanced knowledge of relational database design.
  • Advanced knowledge of Structured Query Language.
  • Experienced and knowledgeable with data processing operations.
  • Provides advice to users on correct software usage and conducts training classes as requested.

  • Supervises implementation teams and project assigned automation personnel on small to medium size projects with moderate complexity.
  • Experience and/or knowledge and training in personnel administration activities, such as interviewing, selection, performance reviews, salary planning and career counseling.
