Project Overview

Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program further extends the BART system from the Berryessa Station in north San Jose, through downtown San Jose, and continuing to Santa Clara University.

 

This landmark project is a six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a 54-foot single-bore tunnel, three underground stations, one at-grade station and a maintenance facility. 

 

Position Summary

Bechtel is seeking a Contract Manager to join the VTA BART Silicon Valley Phase II project, reporting to the program Commercial Manager.

 

Responsibilities 

  • Definition of contracting strategy and required staffing.
  • Development and management of appropriate mechanisms to monitor compliance to agreement terms, company policies and procedures.
  • Lead team(s) to implement the contracting strategy inclusive of systems, procedures, and controls. 
  • Analyze contracts and execution plans to highlight areas of commercial risk and to provide mitigation actions.
  • Lead bid efforts by coordinating pricing requirements across functional teams, developing staffing plans, and issuing bid documents.
  • Develop Key Performance Indicators for timely commercial decisions.
  • Enable continuous improvement and utilization of best practices.
  • Audit projects to identify commercial improvement opportunities. 
  • Provide detailed input on large and complex contract bidding to help ensure a commercially successful project outcome.
  • Oversee a team performing the review of the progress of complex contracts and provide executive level management with information regarding any financial, legal, or technical difficulties. 
  • Establish and provide assurance of compliance with change order and amendment procedures in accordance with U.S. federal public procurement requirements.
  • High level negotiations with contractors as owner’s representative to reach negotiated agreements may be required. 

  

Qualifications and Skills

Basic Qualifications

  • Bachelor’s degree in Business, Supply Chain Management, or other industry related field along with 15+ years of experience.

 

Additional Qualifications

  • Detailed knowledge of procurement regulations, policies, and practices. Knowledge of regulations, policies, and practices related to FTA and other sources of U.S. federal funding preferred.
  • Specialized courses or experience in pricing, contract law, negotiations, and accounting. 
  • Possesses extensive knowledge and experience in contract management and applies that knowledge and experience to establish project contracting procedures and tools 
  • Detailed knowledge of engineering/construction industry contracting best practices, policies, and procedures as well as ability to stay up to date on industry wide trends.
  • Demonstrated oral and written and inter-personal communication skills as well as ability to develop staffing plans, make hiring decisions, and manage a team of contracts professionals. 
  • Experience in differing contract types, fee arrangements and contract terms and ability to apply those concepts to the development of complex tenders. 
  • Ability to present status and recommend potential solutions to contractual problems to executive level management and public stakeholders.
